December 12, 2010
State of Colorado
Division of Reclamation and Mine Safety
1313 Sherman Street, Room 215
Denver, Colorado 80203
Attn: Jim Dupler
Emerald Mining & Leasing, LLC
P.O. BOX 628
Creede, CO 81130
Telephone: (719) 658-0556
(719) 658-0506
Cell: (505) 603-5356
Email: egolfn2@hotmail.com
RE: Bulldog Mine Project, Mineral County - Reclamation Permit # M-77-215-Request for
Technical Revision
Dear Mr. Dupler:
Please consider this letter a request for a Technical Revision, (Hard Rock Mining Rule Section
3.1.10 (6) ), weed control and management plan. Enclosed is the attendant filing application fee
($216.00).
Weed Control Plan: To control/eradicate Canada Thistle, spray Milestone (aminopyralid) at a rate
of 7 oz/acre with an agricultural surfactant at 0.25 % v/v. in the spring and fall (late bolting or
prebud growth stage) with mowing where practical July to mid August. (Taken from Colorado State
Extension publication "Weed Management for Small Acreages" by KG. Beck Revised 12108). For
other weeds, spot: spray in early summer with a broad leaf herbicide such as 2-4-D and Dicamba with
a surfactant. This can be enhanced with mowing where practical prior to seed production. For
parking areas and roads spray plants with RoundUp (Glyphosate) any time weather is favorable.
This regiment will be aggressively followed in 2011 and 2012 and then as needed thereafter.
Anyone handling these products will read and strictly adhere to all label warnings and instructions
for storage, mixing, application and be familiar with the Material Safety Data Sheet (MSDS)
information.
Monitoring Plan: In the spring of 2011 the Bulldog Mine properties will be thoroughly scouted
identifying colonies of Canada thistle and locating them with GPS and wire flags or wooden stakes.
Field notes will reflect a description of size, number of plants and condition of the area. Field notes
will also reflect observations of other weed species, general numbers and locations. The properties
should be scouted again in mid August with observations noted and compared to the spring
observations. This practice should be repeated in August of every year noting any changes from
year to year. Once colonies of Canada thistle have been eradicated flags can be removed noting the
removal. Any change to the weed management practices should also be recorded in the field notes
and included in annual site inspection reports.
