Status: Outstanding. No final bond release application for any pond has been submitted. <br />Summary of Revisions since the 2008 Midterm Review <br />Since the Midterm Review was conducted by the Division on March 31, 2008, Seneca Coal <br />Company has submitted eight minor and fourteen technical revisions to the permit and has <br />received approval for one Phase I bond release. <br />Minor Revision N6.27 was approved by the Division on December 18, 2006. The revision <br />incorporated the renewed NPDES permit into the permit application package. <br />Minor Revision No. 28 was approved on August 6, 2008. The revision changed the name and <br />corporation type of the operator of the Yoast Mine from Seneca Coal Company to Seneca Coal <br />Company, LLC. <br />Minor Revision No. 29 was approved on November 3, 2009. Landowner requests to retain Ponds <br />011 and 011 A were incorporated into the permit application package. <br />Minor Revision No. 30 was withdrawn by SCC on July 23, 2009. The revision included <br />watershed stabilization measures. <br />Minor Revision No. 31 was approved on October 5, 2009, and included a new seed mix to be <br />used in interseeding operations. <br />Minor Revision No. 32 was approved on October 30, 2009 and included approval letters, for <br />incorporation into the permit application package, from the Division of Water Resources for <br />permanent retention of Ponds 013 and 014. <br />Minor Revision No. 33 was approved by the Division on April 15, 2010. The revision <br />documented exploration activity to be conducted by Sage Creek Coal Company for the Sage <br />Creek Mine within the Yoast permit boundary. <br />Minor Revision No. 34 was approved on June 24, 2010 and provided an update to the weed <br />management plan. <br />Minor Revision No. 35 was approved on December 2, 2010; it revised the seed bed preparation <br />methods to be employed on steep slopes. <br />Technical Revision No. 37 was approved on June 15, 2010. The revision included updates to the <br />legal and compliance information in the permit application package; designs and as-built <br />certifications for new post mining drainage channels; sediment capacity calculations for Ponds <br />011 and 012; and request for permanent retention of several structures. <br />Technical Revision No. 38 was approved on December 4, 2008. The revision included a <br />remediation plan for a slide that occurred just upstream of Pond 012. <br />Yoast Mine 7 December 15, 2010
