On Map 41A the <br />elevation of the East Taylor Fill gradually rises to approximately 8,050 feet and ties in at that <br />point. <br />a. Please submit revised Figures IC-4 and 1C-5 of Exhibit 7, Item 20 to address the <br />concerns of the Division's original adequacy question. <br />Response: This response will be provided upon finalization of the hydrologic design. <br />b. Please correct the face/toe of the East Taylor Fill to represent what is depicted in <br />both cross-section A-A' of Map 45 and Map 41A. <br />Response: The East Taylor fill on Map 45 is the design fill to be dumped too. As such it has <br />benches and angle of repose slopes prior to dozing and slope reduction. Map 41A is <br />showing the sloped East Taylor fill following slope reduction to achieve the <br />postmining contours. <br />C. Please describe the large feature in the southwest corner of the East Taylor Fill that <br />appears to be a drain or notch that was not present on the Map 45 originally presented to <br />satisfy completeness in December 2009. Although it does not appear on Map 41A, there <br />is no cross-section that runs through this feature so it is not clear whether it will remain <br />following mining and reclamation. <br />Response: This is a ramp to haul overburden into the East Taylor fill. This is a temporary feature <br />and thus it is not shown on Map 41A. <br />d. The final elevation of the east side of the East Taylor fill is depicted differently on <br />Map 41A and Map 45 (including cross-sections A-A' and C-C'). Please review this portion <br />of the fill and correct the design on either Map 41A or 45 as necessary. If the design on <br />Map 45 is correct, Colowyo will need to redesign the East Taylor East Tributary Ditch. <br />This redesign will include changing its location and providing new SEDCAD modeling for <br />the 100-year, 24-hour storm event. <br />Response: This response will be provided upon finalization of the hydrologic design. <br />23. Response Accepted. Colowyo has eliminated and replaced the cross-section <br />referenced in this question. <br />24. Response Accepted. The requirement for a rock toe buttress is based on the slope of <br />the original ground surface, not the slope of the final surface of the fill. Since the original <br />ground surface for the East Taylor Fill is less than 2.8:1 Rule 4.09.1 (10) does not apply. <br />25. The Division's original adequacy question is as follows: A bedrock buttress is depicted <br />at the southeastern toe of Section D-D' in the October 2009 Shannon and Wilson Study and <br />on Map 45. The mass was incorporated into the stability analysis for this section, but no <br />dimensions are presented on the height, slope, and length of this structure. Please modify <br />the October 2009 Shannon and Wilson Study to include the design details, and modify the <br />plan and D-D' cross-sectional views of Map 45 to include the location and dimensions of the <br />bedrock toe buttress.
