For additional specific findings concerning this alluvial valley floor please see Section B, <br />XII. <br />13. The Division has approved the post-mining land uses of the operation. It was determined <br />that the primary post-mining land uses of rangeland/wildlife habitat, non-irrigated cropland, <br />and secondary industrial use meet the requirements of Rule 4.16 (2.07.6(2)(1)). <br />14. Specific approvals have been granted or are proposed. These approvals are addressed in the <br />following section, Section B (2.07.6(2)(m)). <br />15. The Division finds that the activities proposed by the applicant would not affect the <br />continued existence of endangered or threatened species or result in the destruction or <br />adverse modification of their critical habitats (2.07.6(2)(n). For additional discussion please <br />refer to Sections B, VIII (Revegetation) and X (Protection of Fish, Wildlife, and Related <br />Environmental Values). <br />16. The Division has contacted the Office of Surface Mining, Reclamation Fees Branch. As of <br />this time, Seneca Coal Company, the operator is current in the payment of reclamation fees <br />required by 30 CFR Chapter VII, subchapter R (2.07.6(2)(0)). <br />SECTION B - Rule 4 <br />1. Roads - Rule 4.03 <br />The Seneca H-W Mine utilizes three types of roads within the permit area. A number of <br />Haul roads were used to haul coal from the pit to the Hayden Station. Three access roads <br />have been permitted and constructed; the coal carrier shop road at the east end of Tie <br />Across Haul Road (TAHR), the oil well road in the "B" Pit area, and the "Ridgeline Access <br />Road", which provides access to portions of the reclaimed area. A number of existing light <br />use roads are used to gain access to monitoring facilities and reclamation areas. All roads <br />within the permit boundary are depicted on Exhibits 12-2 and 13-2, and are discussed in <br />Tab 13. <br />A. Haul Roads <br />Previously approved haul roads in the mine area include the Mine Entrance Haul Road <br />(MEHR), and Roads A, G, H, I, J, K, and L. In addition, approximately 4.1 miles of <br />the Tie Across Haul Road (TAHR) was constructed from the Hayden Power Station to <br />Routt County Road 53.
