is 3.1.4 Public use: <br />The mine site is private land. The HRLP has no intent to allow public use of the <br />land either during mining or site reclamation. <br />3.1.5 Reclamation Measures - Materials Handling: <br />Reject material and excess overburden, as needed, from the Hogue River Pit will <br />be hauled to the Bettger Pit during back filling of a cut in order to achieve <br />approximate original contour (AOC). <br />(1) Grading: <br />Access roads constructed as part of the mining activities will not be <br />reclaimed, but will be part of the post mining land use if requested by <br />HRLP. <br />Grading to AOC will occur once a pit cut is backfilled. <br />(2) Backfilling: <br />Backfilling will be done according to existing backfill methods approved <br />for the Bettger Pit reclamation. <br />(3) All grading shall be done in a manner to control erosion and <br />siltation of the affected lands, to protect areas outside the affected <br />land from slides and other damage: <br />Appropriate erosion control methods will be used where drainage into the <br />mined pit cannot be ensured. Based on many years of past Bettger Pit <br />mining and reclamation, and the amendment expansion areas will be <br />mined and reclaimed as is presently being done, it is unlikely grading will <br />result in affecting areas outside the affected area or that the interior slopes <br />of the mined pit will be unstable. <br />(4) The Operator shall establish reasonable timetables consistent <br />with good mining and reclamation Procedures: <br />All backfilling and grading will be completed as soon as feasible after the <br />mining process. Based on the Operator's current mining practices, the <br />Operator has established a reasonable timetable consistent with good <br />mining and reclamation practices. <br />Grading of a filled cut will occur as mining proceeds ahead of a cut and <br />back fill to AOC has occurred. Slopes will not be steeper than 3H: IV. <br />Page 15
