Previous cut reclamation may vary dependent on the time of year the next cut is <br />full excavated. Ideally, topsoil will be replaced on a backfilled cut in the fall of <br />the year. This will facilitate fall seeding, the optimum time for seeding in this <br />part of the State. If timing is not optimum for topsoil replacement and seeding, a <br />cut can be fully backfilled and graded. However, topsoil replacement will not <br />occur until the fall of the year. This technique creates a slight depression on the <br />regrade, holding runoff and retard surface erosion. Topsoil replacement will <br />occur in the fall with seeding and mulching to follow. The detailed reclamation <br />plan for these areas is based on recommendations from the Natural Resource <br />Conservation Service (MRCS) <br />(b) A comparison of the proposed post-mining land use to other land uses <br />in the vicinity and to adopted State and local land use programs. Where the <br />post mining land use is for commercial purposes, appropriate evidence <br />supporting such reasonable assurance shall be submitted, it not, a plan for <br />revegetation shall be submitted: <br />This site is located in an area with various uses to include rangeland, agricultural <br />and recreation. The proposed post mining land use will be the same. <br />(c) A description of how the Reclamation Plan will be implemented to <br />meet each applicable requirement of Section 3.1: <br />3.1.2 Reclaiming Substituted Land: <br />The Applicant/Operator does not intend to substitute other land for reclamation <br />3.1.3 Time Limit and Phased Reclamation: <br />Reclamation of a previous cut will begin with the start of each new cut. Mining <br />in each cut will require about one year, dependent on market needs. By the time <br />the next cut is fully excavated, the previous cut will likely be backfilled, graded to <br />AOC and topsoil replaced. The previous cut reclamation may vary dependent on <br />the time of year a cut is full excavated. Ideally, topsoil will be replaced on a <br />backfilled cut in the fall of the year.
