F, <br />Local Governmental Ordinances: This site is zoned for mine waste dumps and ponds pursuant to the Clear <br />Creek County Zoning Ordinance Section 7 Mining Districts - General Provisions, D, 1: <br />"Any use or structure specifically required, used, or intended for the use of mining, .. . <br />milling, processing, ...of mineral resources. A commercial business, other than <br />primarily related to mining, on a mining zoned parcel of land, other than as allowed <br />under Home Occupation regulations, is prohibited." <br />"Examples include, but are not limited to.... mills ... waste dumps ... ponds.. . dams <br />... wash plants ... and other facilities actually used, required, or intended for use in <br />connection with mining, prospecting, exploring, milling, and/or placering of mineral <br />resources." <br />Discussion of facilities service area: The mill site is located in a remote, unpopulated mountain area. This <br />area is accessed by a County road, Two Brothers Road. There is very light local traffic on this road. From <br />there, a road of 1.5 miles accesses the mill site. The proposed disposal site is accessed via a similar road. <br />3.1 Location Restrictions and Site Standards <br />3.1.1 No municipal or putrescible waste is processed, nor are there any airport runways within a 5 mile radius <br /> from the site. <br />3.1.2 No wetlands are present at the site. <br />3.1.3 No faults with displacement in holocene time are present at the site. <br />3.1.4 There are no known geological hazards due to slope stability or seismic impacts present on site. <br />3.1.5 There are no known geological hazards due to slope stability or seismic impacts present on site. <br />3.1.6 The disposal area is to be situated in the bottom of a dry gulch and is protected from the prevailing winds <br /> by a ridge to the west. <br />3.1.7 The proposed site is not located in the floodplain (see Appendix H for a FEMA Flood Plain Map). The <br /> closest surface water is Clear Creek which is approximately 2,700 feet distant and 1,000 feet below the <br />• <br />3.1.8 disposal area. <br />The natural geology and resulting hydrologic features of this site suit it well for the proposed use as the <br /> remainder of this report will demonstrate. <br />3.1.9 The proposed facility will not place wastes below or into surface water or ground water. <br />3.3.2 Operational Data <br />A. Facility may be operated full time 365 days per year, 24 hours per day. <br />C. Waste Stream: Volume of upto 250 cubic yards/day solids deposited (Bevel exempt: not hazardous, only <br />solid waste). <br />Company owned mine waste rock dumps subjected to reprocessing by gravity & flotation separation to <br />remove the iron pyrites, gold, silver, lead, zinc, copper, and other heavy metals (the acid producing <br />materials). Lime and/or soda ash is added to adjust pH to 7.5-9 to precipitate metal salts as insoluble <br />carbonates and/or hydroxides and for corrosion control (reference Appendix E for a detailed explanation of <br />the chemistry relative to this process). Waste produced is inorganic, consisting of silica & alumino silicate <br />minerals, which are inert and meet TCLP standards for RCRA metals as shown in Appendix F. This waste <br />is water carried via pipeline to a settling impoundment. There is zero water discharge and the water is <br />nearly 100% recycled back to the mill as process water. <br />• <br />2
