DBMS Response: Response accepted. <br />2. Rule 2.05.3(3)(c) requires a description of each road conveyor or rail <br />system to be constructed used or maintained within the proposed <br />permit area. The description shall include a map prepared in <br />accordance with 2.10 appropriate cross sections and the following <br />specifications for each road width, road gradient, road surface, <br />road cut, fill, embankment, culvert, bridge, drainage ditch, and <br />drainage structure. Please submit the required information as <br />permit text narrative along with the required cross sections for all <br />roads or rail systems proposed to be added under this revision. <br />NECC Response: Cross-section information added to Map 11. <br />DBMS Response: In the permit text on page 2.05-7 under the heading <br />(c) road, conveyor, and rail systems, please correct the text that <br />states "The mainline grade is the property of the Trinidad Railroad, LLC <br />and is located outside of the mine ermit" to state "....located outside <br />of the mine surface disturbed area." Also, on the same page, please <br />correct Map 11 sheet 3 - East Portal Utilities to read East Portal <br />Facilities in the second to the last paragraph. <br />3. Please ensure that structure and facility names used in Table 19 <br />match those annotated on Map 11 exactly. Many differences exist <br />presently. Please correct the table or the map or both as <br />necessary. <br />NECC Response: The structure and facility names in both Table 19 <br />and Map 11 have been revised to Pnst ire. that are exactly the same. <br />DBMS Response: As we discussed in a conference call on December <br />2, 2010, many differences, exceptions, and exclusions remain <br />between Table 19 and the three sheets of Map 11. The Division <br />recommends reformatting Table 19, possibly using subheadings to <br />organize facilities by name with references to the proper sheet of <br />Mapl l for facilities, utilities, roads, slope track, and cut areas. <br />Examples of discrepancies are; <br />¦ Belt lines not specifically identified <br />¦ Pumps to water tanks not on Map 11 <br />¦ "Coal lab" identified as "NECC Office" <br />¦ Clean Coal reclaim tunnel not on Map 11 <br />¦ Substations not specifically identified
