Request for Extension Permit No. 98-Z1281 <br />Stegner Farm / Trollco, Inc. <br />implement the revegetation. The revegetation seed mix is all native <br />grasses. Weed control will be implemented as described in the permit <br />application. <br />Attached to this submittal is a map entitled "Final Pit Configuration". This <br />map shows the approximate contours of the pit after all the remaining <br />materials are removed. There is also a map attached entitled "Final <br />Reclamation with Lake". This map shows the final reclaimed property with <br />the lake. <br />7.0 WATER RIGHTS / FILLING THE LAKE <br />When Trollco purchased the property from the Stegners it also purchased <br />one (1) share of the Cache La Poudre Irrigating Ditch Company that the <br />Stegners owned. This share is believed to have an annual yield of <br />approximately 49 acre feet. The water is diverted from the Cache La <br />Poudre River by the Cache La Poudre Ditch. From the Cache La Poudre <br />Ditch water is conveyed to the Stegner property through a 15-inch <br />diameter pipeline a distance of approximately 1,500 feet. The pipeline <br />enters the property at the northwest corner. <br />In order to fill the lake an agreement with the ditch company will likely be <br />required and water court action will be necessary. <br />8.0 SCHEDULE <br />Trollco is requesting a three year extension of the expiration date of the <br />Special Review Permit. In that three years the remaining material in the <br />pit will be removed, the site will be graded and reseeded (all areas that will <br />not be inundated) and the lake will be filled. It should be noted that <br />grading and seeding will occur concurrently with gravel material removal. <br />Assuming it will take a few months to fill the lake, gravel material <br />excavation will end prior to the expiration of the permit. Trollco will make <br />all possible efforts to expedite the removal of on-site material and finish <br />the reclamation. <br />9.0 COMMUNITY OUTREACH <br />Prior to any public hearing before the County Commissioners the applicant <br />will communicate with the neighbors and interested parties, including the <br />Laporte Area Planning Advisory Committee. The applicant will attempt to <br />address concerns in addition to simply describing the plan and schedule <br />and explaining the rationale and benefits. <br />Banks and Gesso, LLC Page 5 of 5 <br />November 5, 2010
