Request for Extension Permit No. 98-Z1281
Stegner Farm / Trollco, Inc.
implement the revegetation. The revegetation seed mix is all native
grasses. Weed control will be implemented as described in the permit
application.
Attached to this submittal is a map entitled "Final Pit Configuration". This
map shows the approximate contours of the pit after all the remaining
materials are removed. There is also a map attached entitled "Final
Reclamation with Lake". This map shows the final reclaimed property with
the lake.
7.0 WATER RIGHTS / FILLING THE LAKE
When Trollco purchased the property from the Stegners it also purchased
one (1) share of the Cache La Poudre Irrigating Ditch Company that the
Stegners owned. This share is believed to have an annual yield of
approximately 49 acre feet. The water is diverted from the Cache La
Poudre River by the Cache La Poudre Ditch. From the Cache La Poudre
Ditch water is conveyed to the Stegner property through a 15-inch
diameter pipeline a distance of approximately 1,500 feet. The pipeline
enters the property at the northwest corner.
In order to fill the lake an agreement with the ditch company will likely be
required and water court action will be necessary.
8.0 SCHEDULE
Trollco is requesting a three year extension of the expiration date of the
Special Review Permit. In that three years the remaining material in the
pit will be removed, the site will be graded and reseeded (all areas that will
not be inundated) and the lake will be filled. It should be noted that
grading and seeding will occur concurrently with gravel material removal.
Assuming it will take a few months to fill the lake, gravel material
excavation will end prior to the expiration of the permit. Trollco will make
all possible efforts to expedite the removal of on-site material and finish
the reclamation.
9.0 COMMUNITY OUTREACH
Prior to any public hearing before the County Commissioners the applicant
will communicate with the neighbors and interested parties, including the
Laporte Area Planning Advisory Committee. The applicant will attempt to
address concerns in addition to simply describing the plan and schedule
and explaining the rationale and benefits.
Banks and Gesso, LLC Page 5 of 5
November 5, 2010
