Bond release block 1996-1999 (BRB 96-99) includes parcels; EP028, EP029, EP030, EP031, EP032, EP033, <br />EP034, EP035, WP001, WP005, WP006, and WP007. <br />Adequacy items: <br />1. Data from BRB 96-99 sampling included data from parcels not included in the phase III bond release block for <br />both 2008 and 2009. These parcels included; WP003 and WP004. In order for the Division to consider data for <br />BRB 96-99 sampled in 2008 and 2009 as having achieved reclamation success, data collected from these two <br />parcels will need to be removed from the data set. Data collected from transects 4, 5, 6, 7 and 8 from the 2008 <br />sampling event fell within parcels not under consideration for phase III bond release. Data collected from <br />transects 34, 35, 37 and 38 from the 2009 sampling event fell within parcels not included in the phase III bond <br />release block. Based on Map 2 form the 2009 vegetation report, it is unclear whether or not transect 36 fell <br />within parcels not included in the phase III bond release block or not. Please remove the transect data that do <br />not fall within the bond release block limits, recalculate and resubmit the resulting reclamation parameters to <br />the Division. <br />Data from parcel WP001 was included in BRB 79-95 and in BRB 96-99. Each parcel should only be included in <br />one bond release block or the other. If this parcel was split and sampled as two distinct units, please define and <br />designate which portion of the parcel belongs to which bond release block. A logical way to clarify this would be <br />to designate WP001N for the northern portion, and WP001S for the southern portion. Please define the <br />different portions of parcel WP001, and clarify which subset of WP001 belongs to each bond release block. <br />[Based on the Maps included with each sampling report, it appears the WP001N is included in BRB 79-95 and <br />WP001S is included in BRB 96-99.] <br />3. Woody Plant Density: The standard for BRB 79-95 is 150 stems per acre on 3% of the reclaimed area. Table 5 in <br />the 2007 vegetation report, titled "Colowyo-Woody Plant Density-2006" reports 410.9 stems/acre on 3% of the <br />BRB 79-95. The 2008 sampling measured 419.6 stems per acre on 3% of the BRB 79-95 area. <br />It is unclear from the data presented if BRB 79-95 met the woody plant density standard for 2007. Table 5 in the <br />2007 vegetation report is titled "Colowyo -Woody Plant Density 2006". This table 5 reported 410.9 stems per <br />acre on 13 shrub patches totaling 23.32 acres of the BRB 79-95 area. <br />The 2008 vegetation report sampled 16 shrub patches on 27.64 acres of the BRB 79-95, with a count of 419.6 <br />woody stems per acre. Please provide an explanation of the difference in sampling areas and provide the woody <br />plant density data for 2007. <br />Results <br />Bond Release Block 79-95 Year 1(2007 Sampling) <br />Cover: BRB79-95: herbaceous cover = 67.8 % <br />Acreage weighted reference area: Herbaceous cover =47.1%
