Final Mitigation Plan for Long Hollow Reservoir <br />La Plata River Mitigation Site (Permit No. 200375243) <br />It is proposed to plant the containerized nursery stock in July once summer monsoon rains <br />begin and site conditions have stabilized. May through June, while cooler, is typically a drier <br />period and nursery stock may not be ready for planting at this time. Standard nursery practices <br />for planting of containerized shrubs will be followed. <br />2.7 Maintenance Plan <br />The La Plata River mitigation site will be designed to be as maintenance-free as possible. No <br />headgates, pipelines, diversion structures, or other "moving parts" will be constructed. The site <br />will be observed periodically during several growing seasons after their construction to identify <br />any deficiencies. Maintenance entails implementation of corrective actions (CAs) identified by <br />the process outlined in section 2.11 (Adaptive Management Plan). <br />Maintenance measures that could be undertaken at the wetland creation site include control of <br />weeds and excessive erosion, as follows: <br />Physical, chemical, or biological removal of weeds. <br />Reseeding or replanting of wetland species. <br />Reseeding of upland species in upland areas. <br />Application of mulch or erosion control fabric to control excessive erosion. <br />2.8 Performance Standards <br />The mitigation site will be determined to be "successful" and completion of annual monitoring <br />report stopped once the following criteria are met. <br />Creation of at least 3.75 acres of wetland. <br />At least 80 percent cover of wetland plants. <br />At least two dominant wetland species. <br />• Survival of at least 60 percent of planted trees and shrubs. <br />No more than 10 percent cover of upland weeds. <br />August 2010 Bikis Water Consultants, LLC Page 9
