Final Mitigation Plan for Long Hollow Reservoir <br />La Plata River Mitigation Site (Permit No. 200375243) <br />material will be placed in the soil disposal area west of the existing gravel pit pond embankment. <br />Unmined aggregate will be stockpiled in the existing 112 Mine Permit area for processing. <br />The subsurface drain system at the site will be removed, and the pond outlet re-constructed at a <br />slightly lower elevation to provide a more constant water level for the wetlands. Two wetland <br />hydroperiods will be created: an emergent wetland with saturated soils and shallow standing <br />water (less than six inches deep), and a semi-emergent wetland with saturated soils but little <br />standing water. <br />Final grades for the site were based on water table and pond water surface readings and <br />detailed 1-foot topographic surveying (see Table 2 and Figure 2). The area will be planted with <br />containerized nursery stock identified in the Planting Plan (see Figure 4). Herbaceous species <br />will be planted in staggered rows, 3-foot on center. Trees and shrubs will be planted in clumps, <br />as shown on Figure 3. Side slopes adjacent to the created wetlands will be graded no steeper <br />than 3:1 and will be seeded with the transition area seed mix shown in Figure 4. All seeded <br />areas will be mulched immediately after seeding with 2 tons/acre (approximately 90 Ibs/1000 sq <br />ft) of certified, weed-free straw mulch. The mulch will be secured either by crimping or by use of <br />an organic tackifier (e.g., M-Binder tackifier at a rate of 100 Ibs/acre). <br />The La Plata River mitigation work plan is as follows: <br />Earthwork contractor selection: August 2010. <br />• Contract with nursery to grow containerized nursery stock: August 2010. <br />Revision to the State 112 permit: September 2010. <br />• Site surveying/staking: September 2010. <br />Earthwork: October/November 2010. <br />• Upland restoration/seeding: November/December 2010. <br />Follow-up observations: 2011 growing season (May- October). <br />Planting of nursery stock by the end of July 2011. <br />Site monitoring: end of growing season. <br />August 2010 Bikis Water Consultants, LLC Page 8
