The Division has the following <br />adequacy comments. None of the maps submitted with the proposed conversion application clearly show a well <br />delineated permit boundary, with the appropriate legends. Please provide new maps showing a clearly delineated <br />permit boundary with legends. Even though the outline of the permit boundary can be identified from the <br />submitted maps, it would help the reviewer, if the maps clearly show the delineated permit boundary with an <br />appropriate legend. Please provide new maps as requested. <br />6.4.4 Exhibit "D" Mining Plan <br />1. The operator plans to mine the 93.25 acres in three phases. Phase I will cover 46 acres, Phase II will cover <br />20.25 acres and Phase III will cover 27 acres. The maximum depth of mining is going to be 25-30 feet of <br />the clay,seam, 5-10 feet of the sandstone cap rock and 5 to 10 feet of the clay seam. Some blasting is <br />proposed, that will be conducted by a licensed professional. A high wall will be part of the mining <br />operation and the operator plans to minimize the overall height and the lineal feet of all high wall. <br />a) Please provide the maximum length and height of the high wall that will be in place at any given time <br />that will require the slopes to be cut from the mining slopes of 1.5:1 to post mining slopes of 3:1, as <br />proposed. The only reference to the maximum lineal feet of high wall is mentioned in exhibit "L" <br />reclamation cost estimate, where 400 lineal feet of high wall reduction cost was used to calculate the <br />reclamation warranty. <br />6.4.4 Exhibit "E" Reclamation Plan <br />The operator is committed to cutting all high wall slopes to at least 3:1 as part of the final reclamation for <br />the pit. An average of 10 inches of growth medium is proposed to be placed throughout the affected area, <br />with 40lbs/acre of fertilizer. Seed mix is in accordance with the recommendation of the local soil <br />conservation district. A noxious weed control plan is in place. The Division recommends all available top <br />soil should be salvaged and placed throughout the affected area. Where is the location of the top soil <br />stockpile in any of the maps?
