November 3, 2010 C-1981-019/Colowyo Coal Mine JRS e?? <br />ROADS - Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br />- The main haul road and access road for the mine site is a paved road. The road is stable and well maintained. <br />- The South Taylor Haul Road was well maintained and stable at the time of the inspection. Colowyo is <br />continually performing maintenance on the road in the form of blading, watering and surfacing with rock. <br />Colowyo was actively blading and watering the road at the time of the inspection. <br />- Colowyo has a network of in-pit roads in the South Taylor Pit area. There roads go to the East and West Taylor <br />Fills and also link up to the South Taylor Haul Road. These roads are also continually maintained. <br />- Colowyo has a network of in-pit roads in the East Pit for moving equipment and topsoil in the reclamation areas. <br />These roads are maintained as needed. The roads are removed within each reclamation block as reclamation is <br />completed. <br />TOPSOIL - Rule 4.06 Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />- Colowyo has completed topsoil replacement on the regraded R3 coal stockpile area behind the shop and <br />warehouse. The area is going to be reseeded as a sagebrush steppe area and, as such, will have four inches of <br />topsoil. Five topsoil test holes were dug in this area, with an average replacement depth of 4.5 inches being <br />replaced. There are a few <br />areas on the north edge of the reclamation block (including the portion that was recently regarded, as noted in <br />"Backfilling and Grading" above) where the topsoil has not been replaced. The total area that still needs topsoil is <br />less than 10 acres. The West Pit will now have a variable topsoil replacement depth, with depths ranging from <br />four inches for sagebrush steppe areas to approximately 18 inches in the drainage bottoms. The majority of the <br />2010 West Pit reclamation area is planned to be seeded as sagebrush steppe and, as such, will have four inches of <br />topsoil.
