Page 288 <br />Section 4.06.4 <br />(i) Areas where light traffic does not destroy existing vegetation <br />or cause erosion; or <br />(ii) areas where removal would result in needless damage to soil <br />characteristics; or <br />(iii) areas of construction of small structures such as power <br />poles, signs or fence lines. <br />(b) For the purposes of these regulations, t soil is defined as soil <br />orizons on the surface prior to jni�n&t will support plant life. <br />The depth of topsoil to a sa vd be determined from the <br />site specific soils information required in 2.04.9 as approved by <br />the Division. <br />(3) Subsoil Segregation. The B horizon and portions of the C horizon, or <br />other underlying layers demonstrated to have qualities for comparable <br />root development shall be segregated and replaced as subsoil, only if the <br />Division determines that such material is necessary to ensure soil <br />productivity consistent with the approved postmining land use. <br />(4) (a) Selected overburden materials may be substituted for, or used as a <br />supplement to topsoil, if the Division determines that the resulting <br />soil medium is equal to or more suitable for sustaining the <br />vegetation than is the available topsoil and the resulting soil <br />medium is the best available in the permit area to support <br />revegetation. This determination shall be based on: <br />(i) The results of chemical and physical analyses of overburden <br />and topsoil. These analyses shall include thickness of soil <br />horizons, total depth, texture, percent coarse fragments, <br />areal extent of the different soils and materials, <br />determinations of pH, net acidity or alkalinity, phosphorus, <br />potassium, texture class, electrical conductivity, sodium <br />absorption ratio, and other analyses as required by the <br />Division. The Division may also require that results of <br />field -site trials or greenhouse tests be used to demonstrate <br />the feasibility of using these overburden materials. <br />(ii) The trials and tests shall be conducted using standard <br />procedures approved by the Division. <br />
