Page 370 <br />Section 4.25.3 <br />spoil and provide needed protection from wind and water erosion or <br />contamination by other acid or toxic material in accordance with 4.06.3. <br />120(2)(g)(M Segregate the B horizon of the natural soil, or underlying C horizons or <br />other strata, or a combination of such or other strata that are shown to <br />be texturally and chemically suitable for plant growth and that can be <br />shown to be equally or more favorable for plant growth than the B <br />horizon, in sufficient quantities to create in the regraded soil a root zone <br />of comparable depth and auality to that which existed in the natural <br />and, if not utilized immediately, stockpile within the permit area <br />this material separately from other removed soil materials and spoil and <br />provided needed protection from wind and water erosion or <br />contamination by acid or toxic material in accordance with 4.06.3. <br />(3) Stockpiles in place for more than 30 days shall meet the requirements of <br />4.06.3. <br />4.25.4 Soil Replacement. <br />Surface coal mining and reclamation operations on prime farmlands shall be <br />conducted according to the following: <br />120(2)(g)(III) (1) The minimum depth of soil and soil material to be reconstructed for <br />prime farmland shall be 4 inches, or a depth equal to the depth of a <br />subsurface horizon in the natural soil that inhibits root penetration, <br />whichever is shallower. The Division shall specify a depth greater than <br />48 inches, wherever necessary to restore productive capacity due to <br />uniquely favorable soil horizons at greater depths. Soil horizons shall <br />be considered as inhibiting root penetration if their densities, chemical <br />properties, or water supplying capacities restrict or prevent penetration <br />by roots of plants common to the vicinity of the permit area and have <br />little or no beneficial effect on soil productive capacity. <br />120(2)(g)(iv) (2) Replace soil material only on land which has been first returned to final <br />grade and prepared according to 4.06.4 unless site - specific evidence is <br />provided and approved by the Division shQwipg that such preparation <br />will not enhance the ca ability of the reconstructed soil to ac ieve <br />e quivalent or hither levels of yield <br />120(2)(g)(I11) (3) Replace the soil horizons or other suitable soil material in a manner that <br />avoids excessive compaction. <br />V <br />
