May Day and Idaho Mine Complex 112 (d) Permit Application <br />site: to restore a native mid-montane forested land with grade and revegetation to match the surrounding <br />landscape as much as practicable. <br />Wildcat will reclaim the affected lands within the May Day Idaho Mine Complex using consistent metho- <br />dology with respect to final grading (Section 6.4.5(2)(f)(i) in this document), soil preparation (Section <br />6.4.5(2)(f)(iii) and (v)), and revegetation (Section 6.4.5(2)(d)) due to a generally homogeneity of the land- <br />scape. The affected lands are located predominately on a single mapped soil unit, with slopes approx- <br />imately 30-35° and topsoil is less than 6" with rock fragments >15% (Exhibit 1). Vegetation is mixed <br />coniferous/deciduous forest with vegetation types in the affected lands only varying in the general abun- <br />dance of species resulting from topographic orientation (Exhibit J). <br />Wildcat has selected reclamation types specific to the types of facilities located on the affected lands in- <br />cluding access roads (pre-existing roads and one temporary road from County Road 124 and crossing the <br />La Plata River), 11 proposed exploration roads (Figure C-1) and drill pads, and 5 Operational Areas. The <br />five Operational Areas are: <br />• May Day No. 1 Operational Area (includes portal, mill and associated buildings), <br />• May Day No. 2 Operational Area (includes run of mine rock storage area), <br />• Idaho Operational Area (includes augmentation pond and operational buildings), <br />• Lamb Operational Area (includes run of mine rock storage area), and <br />• Chief Operational Area (includes vent portal). <br />In addition, each reclamation types chosen for a facility is tailored to the six mine operation phases de- <br />tailed in the reclamation schedule below in Section 6.4.5(2)(e) including: <br />• Phase 1. Preliminary Construction and Reclamation Activities <br />• Phase 2. Milling Optimization <br />• Phase 3. Production Phase: May Day No 1. Operational Area <br />• Phase 4. Exploration <br />• Phase 5. Production Expansion <br />• Phase 6. Milling Completion and Closure <br />Interim reclamation will be conducted for affected areas where mining operations have been completed <br />during Phases 1, 2, 3, and 5. Exploration reclamation will be concurrent with Phase 4 and final reclama- <br />tion during Phase 6. <br />Reclamation Type 1: Interim Reclamation <br />Road banks and slopes <br />This reclamation effort includes the temporary access road crossing the La Plata River and grading and <br />installation of BMPs (Exhibit T-4 SWMP) on existing access roads. Earthmoving will involve grading of <br />the roads and will address drainage control issues including placement of drainage channels and silt fenc- <br />ing, wattles, rock barriers, and check dams. Upon completion and where possible, the regraded roadbed <br />out slopes and edge disturbance will be revegetated with an approved seed mixture and/or covered with <br />erosion control blankets. <br />Areas Around Operational Facilities <br />Interim reclamation during operation will chiefly consist of maintenance issues such as general clean-up <br />of facilities and continuing weed and erosion control as needed. <br />May Day Idaho Mine Complex 112(d) Permit Application <br />September 21, 2010 (REVISED Oct. 22, 2010) <br />2
