• Page 32 <br />( Section 1.04 <br />Agriculture shall decide on a case -by -case basis whether the forest cover <br />is significant within those National Forests west of the 100th meridian. <br />(119) "Slope" means average inclination surface, measured from the <br />horizontal, generally expressed as a ratio of a unit of vertical distance to <br />a given number of units of horizontal distance (e.g. 5h: lv). It may also <br />be expressed as a percent or in degrees. <br />(120) "Soil horizon" means the layers of soil parallel or nearly parallel to the <br />land surface. Major soil horizons are defined as the O, A, E, B and C <br />horizons as defined by the U.S.D.A. Soil Conservation Service in the <br />National Soils Handbook. <br />(121) "S survey means field and related investigation, resulting in a map <br />showing the geographic distribution of different kinds of soils and an <br />accompanying report that describes, classifies and interprets such soils <br />for use. Soil surveys must meet the standards of the National <br />Coo erative Soil Survey. <br />• (122) "Spoil" means overburden that has been removed during surface coal <br />mining operations. <br />(123) "Stabilize" means to prevent undesirable movement of soil, spoil piles, <br />or areas of disturbed earth by modifying the configuration of the mass, <br />or by otherwise modifying the physical or chemical properties, such as <br />providing a protective surface coating. <br />(124) "State or local land use plans or programs" means all State, regional, <br />county, municipal or city land use plans which have been formally and <br />officially approved and adopted by the State or local legislative body; <br />however, in the event that there is no plan which meets the above <br />requirements, if a, land use plan exists which has not yet been approved <br />and adopted by the State or local legislative body, but has been <br />approved by the appropriate State or local planning agency, then such <br />plan is a "plan or program" for purposes of this definition if it has been <br />given force and effect by the State or local planning officials. <br />120(4)(b) (125) "Steep slope" means any slope of more than 20' or such lesser slope as <br />may be designated by the Board or Division after consideration of soil, <br />climate, and other characteristics of the region. <br />,• <br />
