3. In the narrative in Exhibit 37, Page 4 of the submittal and on Figure 2 New Elk <br />states that there will be a conveyor and a new rail system constructed at the <br />loadout. Pursuant to Rule 2.05.3(3)(c), please provide a detailed description <br />of the conveyor and rail system at the loadout, including the dimensions of <br />these systems. Please include detailed reclamation information for these <br />systems, including the proposed location of the demolition debris. <br />4. In the narrative in Exhibit 37, Page 4 of the submittal New Elk states that the coal <br />will be trucked into the site and dumped into a hopper. There was no description <br />of the proposed haul road given. Pursuant to Rule 2.05.3(3)(c), please provide <br />a detailed description of any proposed haul road at the loadout. Please <br />include the road width, grade, surface, road cut, culverts, drainage ditches <br />and drainage structures, as necessary. The road must also be constructed <br />pursuant to the haul road rules detailed in Rule 4.03.1. <br />In Exhibit 37 New Elk states that the loadout site is currently an industrial site. <br />New Elk does not discuss whether there will be any grading work required at the <br />site. Please describe any earthwork that will be performed at the site prior to <br />the construction of the loadout facilities. Please include all earthwork <br />volumes, if necessary. Any proposed earthwork volumes and descriptions <br />will also need to be included in Rule 2.05.4 - Reclamation Plan, and will need <br />to be included in the reclamation cost estimate. <br />Rule 3.02.2 - Determination of Bond Amount <br />6. New Elk has provided a short, five line reclamation cost estimate in Exhibit 37, <br />Page 7. This estimate does not include detailed information regarding the <br />individual structures and their dimensions and only assumes that the demolition <br />cost will be a percentage of the purchase cost. The estimate does not include any <br />indirect reclamation costs such as contractor profit, administrative expenses and <br />insurance. Please provide the Division with a detailed reclamation cost <br />estimate for the Jantzen Loadout for the Division to review. <br />This concludes my PAR questions for the New Elk Mine's Permit Revision 03. Please <br />note that I only looked at the submittal as it pertains to the cost estimate. Upon receipt of <br />New Elk's responses I will calculate a reclamation cost estimate for the loadout.
