October 25,2010 C-1981-014/Southfield Mine JRS <br /> No erosional problems were noted on the embankment at the time of the inspection. <br /> -Pond 5 was dray at the time of the inspection. The pond embankment was well vegetated and appeared to be <br /> stable and no erosional problems were noted. <br /> -The diversion ditch for the refuse pile is being used as a road around the pile on the south side of the pile. The <br /> ditch has become basically a two-track road but appears to also maintain its ditch configuration. The diversion <br /> ditch on the other three sides of the refuse pile was stable and clean. <br /> -The ditch that runs on the west side of the haul road to the refuse pile was stable. There is a large amount of <br /> sediment in the ditch from"Y"to the Newlin Creek Mine all the way down to the culvert that runs under the road <br /> into Pond 5. This ditch will need to be cleaned. The culvert under the road was clean at the time of the <br /> inspection. <br /> -The two loadout sediment ponds were dry at the time of the inspection. Both pond embankments were well <br /> vegetated and stable and no erosional problems were noted. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 Drainage Control; Surface <br /> Stabilization; Placement: <br /> -The reclaimed surface of the refuse pile was stable. There was no slipping/sliding of the cover material of the <br /> topsoil noted. The pile is very well vegetated,with several volunteer piiion and juniper trees noted on the north <br /> side of the pile. No erosional problems were noted on the pile at the time of the inspection. <br /> ROADS—Rule 4.03 Construction 4.03.1(3)/4.03.2(3)Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br /> Maintenance4.03.1(5)and(6)/4.03.2(5)and(6)Reclamation 4.03.1(7)/4.03.2(7): <br /> -The mine entrance road was stable at the time of the inspection. There were no ruts or erosional problems noted. <br /> The gate at the entrance to the mine was locked(the Division has a key for access). <br /> -The haul road to the refuse pile was well maintained and stable at the time of the inspection. There was some <br /> minor rilling at the top of the road on the northeast side of the pile but they are not a problem at this point. The <br /> light-use road that continues around the north and west sides of the pile(allowing access to Sediment Pond 4)was <br /> also stable and well maintained. No erosional problems were noted on the light-use road. <br /> RECLAMATION SUCCESS -Rule 4.15,Rule 3: <br /> -The entire facilities area,refuse pile and reclaimed Pond 3 area were well vegetated and stable. The majority of <br /> the site(with the exception of the older lifts of the refuse pile)was seeded in 2002 and is in the eighth growing <br /> season. There has been some rubber rabbitbrush that has volunteered in on the facilities area and the reclaimed <br /> Pond 3 area. Some of the live transplants are still surviving and there are also some volunteer piiion and juniper <br /> trees on the site. Overall the site is doing very well. <br /> SIGNS AND MARKERS—Rule 4.02: <br /> -The mine ID sign is located along the main entrance road after the locked gate. Although the sign contained all <br /> of the required information, Southfield should consider either moving this sign or installing a second sign at the <br /> locked gate to better identify the site.
