Compliance With Mine Plan N - Support Facilities Not On-site <br /> R -Other N - Special Categories Of Mining <br /> R -Processing Waste N -Topsoil <br /> COMMENTS <br /> This was a partial inspection of the Southfield Mine conducted by Jim Stark of the Colorado Division of <br /> Reclamation,Mining and Safety. No one from Energy Fuels accompanied me on the inspection(a call was placed <br /> to George Patterson but there was no answer so a message was left). The Southfield Mine is reclaimed. The <br /> loadout was reclaimed in 1996 and the main mine area was reclaimed in 2001 and 2002 (several small areas <br /> remain unreclaimed). Both the mine site and the loadout were inspected, as discussed below. The weather was <br /> cool,windy and rainy and the ground was wet and muddy. <br /> BACKFILL and GRADING—Rule 4.14 Contemporaneous Reclamation 4.14.1; Approximate Original Contour <br /> 4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2,4.27; Handling of Acid and Toxic Materials <br /> 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> -The backfilled portal and prep plant bench remain stable. There was no cracking or settling noted in the <br /> backfilled areas. These areas were well vegetated and no erosional problems were noted at the time of the <br /> inspection. <br /> -The reclaimed Sediment Pond 1 and Water Treatment Pond 2 area(at the North of the facilities area)was also <br /> stable at the time of the inspection. This area was stable and no settling or cracking in the backfill was observed. <br /> The area was well vegetated and no erosional problems were noted. <br /> -The reclaimed Fresh Water Pond 3area(north of the refuse pile)was stable and well vegetated. There were no <br /> signs of settling or cracking in the backfill and no erosional problems were noted at the time of the inspection. <br /> HYDROLOGIC BALANCE -Rule 4.05 Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6; Discharge Structures 4.05.7,4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br /> Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; <br /> Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> -Pond 4 was dry at the time of the inspection.
