(GCC) <br />Jim Jarvis, GCC <br />Christine Belka„ Office of Surface Mining (OSM), Badge ID #182 <br />Elizabeth Shaeffer, OSM, Badge ID 377 <br />Weather conditions: clear, cool (50's / 60's), cloudy, recent light rain <br />This was a complete oversight inspection of the King I and II mine sites. King I is being <br />reclaimed, King II is operational. We began the inspection at King II. <br />Signs and Markers (King II) <br />The mine ID sip was intact and contained all of the necessary information. The King II <br />disturbed area is marked with Permit Boundary markers. The disturbed area is within the permit <br />area, and the boundary markers clearly identify areas approved for disturbance. One area on the <br />north edge of the facilities by the coal stockpile (near the large topsoil stockpile) did not have <br />boundary markers. Mr. Kaldenbach informed Mr. Bird and Mr. Jarvis of the need to post two <br />additional boundary markers in the area. Mr. Kaldenbach was to follow-up on this issue the <br />following day. Soil stockpiles were appropriately marked. <br />Facilities / Operations <br />The new office area has been cleared and prepped for construction. GCC has the building in <br />storage, but it may be cost prohibitive to reassemble the structure on site. Mobile home options <br />are being explored. The material storage yard is orderly. The main travel-way portal and vent <br />portal were open and the vent fan was operating at the time of inspection. The conveyor portal <br />was also open and operating. <br />Topsoil <br />The main topsoil pile appears stable, but vegetation is rather sparse and consists mostly of <br />weeds. The late spring and low rainfall have combined to make a bad year for vegetation in the <br />area. The stockpile was obviously seeded, as flax was present. The smaller southern topsoil <br />stockpile near the pond exhibited a better vegetative cover and was also stable. <br />Diversions / Sediment Control <br />The western rock-lined clear water diversion was in good condition. The Cochrane Canyon east <br />clear water diversion was also in good condition. The Pond had some wet areas, but was not <br />impounding water. The north culvert was partially filled with sediment and needs to be cleaned <br />out. Mr. Jarvis indicated that he will flush out the culvert and attempt to create a steeper gradient <br />into the pond to prevent the settling of solids in the culvert. The Pond outlet discharge culverts <br />were also filling with sediment and need to be cleaned out. <br />
