.W-*- <br />Page 152 <br />Section 2.07.3 <br />(3) provide the minimum requirements for. the terms and conditions of <br />permits issued and the criteria for approval or denial of a permit. <br />2.07.3 Government Agericy and Pablic Comments on Peanut ApplicatiaUs. <br />11s(1) (1) Upon submission of an application: for permit or revision. or renewal <br />thereof, the Division shalt, within. 10 days of receipt of said application, <br />review the submission and determine if it is complete. If the <br />application is complete, the applicant shall be duly notified and the <br />application shall, bef considered filed for purposes of the Act. If the <br />application is incomplete, notice to that effect shall. be mailed to the <br />applicant witbio said 10-day period, and the applicant shall be given the <br />Opportunity to amend, review, or otherwise melee said application <br />complete. <br />108, 118(1),(2) (2) At the time of submission of an application for a permit, or for a permit <br />revision, technical revision., or renewal of an existing permit, the <br />applicant shall submit to the Division the proposed :notice of publication <br />of the ownership, precise location, and boundaries of the land to be <br />affected by the proposed surface coal ruining operation. Upon <br />notification to the applicant that the application for permit or the <br />application for a permit revision or renewal is complete, the applicant <br />sball place the notice of ownersbip, precise location, and boundaries of <br />land to be affected by the proposed surface coal mining operation in a <br />local newspaper of general circulation in the locality of said operation. <br />This publication shall be published at least once a week for four <br />consecutive weeks. The publication shall contain, at a rninimuna, the <br />following information: <br />(a) The name and business address of the applicant; <br />(b) A neap or description which shall: <br />(i) Clearly show or describe towns, rivers, streams, or other <br />bo ie? water, local landmarks, and any-Mir informati&i <br />ln_. routes streets or RWRTs-04 to distance <br />rzreasnr_einents,,...neoes-sarr?i?llow ]Deal re`s1'1?1t [reaiely <br />idea ' the rop2n permit a ; <br />(ii) Clea?l3?al_s?r describe the exact location and boundaries <br />; -?, ?? of the proposed pep t-area; -
