<br />this. <br />(8) Everyone who is signing this bas been told throughout this entire mining process that the . <br />State will require the mine to put the property back as good as it was. So, it really puzzles all of <br />the farmers here as to all of these historically irrigated and/or cropped places that are being put <br />into dryland. Including NHl the Rice Tract that also was historically irrigated and cropped., <br />(9) Technical revisions and minor revisions have been used to make major changes to a <br />landowners property without consent or knowledge of the landowner and these changes have <br />adversely affected the entire community as well as violated the Colorado Regulatory programs <br />Rialefi axed Regulations and the Act: llhew revisions have caused irreparable damages'to.some of <br />the properties and the landowners. <br />(10) The Montrose County Land Use Applications that have been filed state that the Properties <br />will be returned to the agricultural uses that it was pri or to minirig and the properties will be put <br />back for a Better good, this is NOT DRYLAND..' Turning all of these beautiful farms into <br />dryland is riot the purpose of the Colorado Regulatory Program and it's duties to protect the <br />environment and the agricultural growth that this area depends on. <br />(11) The landowners need to be included and told, if changes are being made such as TR-49 that <br />allowed historically irrigated and cropped property to be changed to dryland and the person who <br />bought that property was under the impression that it would be returned to the condition it was <br />prior to being rained, as per rules and regulations. Also a Technical Revision was used to,make <br />MAJOR changes and should have never been permitted. This ai-Tects these owners adversely, <br />forever as well as the property not being rock picked when this last top soil was added. This bad. <br />to be a permit Revision allowing a l of the landowners to submit comments, but instead it was <br />put as a minor technical revision and time was not allotted for a comment period. <br />(12) Nunaerou5 rules and regulations have been violated fi'om 1992 on in this entire permit which <br />is all now a part of this approximately 2300 page docutnent that are still not correct and the mine <br />should beheld responsible for the infJrmation that has been provided to the Division that has <br />caused all of these damages. <br />Pmk you for your time, and as we all have stated, we are all objecting to the approval of FR-06 <br />as per the contents of this objection contained in this notebook. <br />sincerely, <br /> <br /> <br />5?
