I have reviewed and updated the reclamation cost estimate (RCE) for the Marr Mine for Permit Renewal No. 6. The
Marr mine is a reclaimed surface mine with a reclaimed load out located twelve miles distant from the mine site. The
Division approved a Phase III bond release (SL4) on November 17, 2008, for areas at the mine site with the exception
of 8 acres seeded in 1999 and the access road (9.0 acres) leading to the remaining acreage. The Division approved
Phase II bond release (SL4) for 6.9 acres at the load out.
The remaining tasks included in the RCE are:
Task 021: seeding of the remaining 8 aces at the mine site. This task is required by Rule 3.03.1(3)(a).
Task 030: mobilizing/demobilizing seeding equipment to the mine site
Task 031: regrading the load out pond and associated ditch
Task 023: seeding the 6.9 reclaimed acres remaining at the load out, as well as seeding the 0.2 acre sediment
pond footprint. The 0.2 acres for the sediment pond area have not been approved for phase II bond
release, therefore a 20% reseeding cost for the pond area was included in this task.

Task 029: mobilizing/demobilizing regrading and seeding equipment to the Loadout.
The acreage used in the RN6 reclamation cost estimate were based upon Kerr Coal Company's 2009 Annual
Reclamation Report, and Division of Reclamation, Mining and Safety SL4 findings document.
The total cost for the remaining reclamation activities for the Marr Mine permit was $19,827.00. This total results in
$208.00 more that the estimate conducted in January 2008 for SL4. This difference is explained by changes in
equipment costs, and including a separate mobilization/demobilization task for transporting equipment to the remaining
acres at the mine site.
