The <br />Marr mine is a reclaimed surface mine with a reclaimed load out located twelve miles distant from the mine site. The <br />Division approved a Phase III bond release (SL4) on November 17, 2008, for areas at the mine site with the exception <br />of 8 acres seeded in 1999 and the access road (9.0 acres) leading to the remaining acreage. The Division approved <br />Phase II bond release (SL4) for 6.9 acres at the load out. <br />The remaining tasks included in the RCE are: <br />Task 021: seeding of the remaining 8 aces at the mine site. This task is required by Rule 3.03.1(3)(a). <br />Task 030: mobilizing/demobilizing seeding equipment to the mine site <br />Task 031: regrading the load out pond and associated ditch <br />Task 023: seeding the 6.9 reclaimed acres remaining at the load out, as well as seeding the 0.2 acre sediment <br />pond footprint. The 0.2 acres for the sediment pond area have not been approved for phase II bond <br />release, therefore a 20% reseeding cost for the pond area was included in this task. <br />0.2 acres X 0.2 =0.04 <br />Task 029: mobilizing/demobilizing regrading and seeding equipment to the Loadout. <br />The acreage used in the RN6 reclamation cost estimate were based upon Kerr Coal Company's 2009 Annual <br />Reclamation Report, and Division of Reclamation, Mining and Safety SL4 findings document. <br />The total cost for the remaining reclamation activities for the Marr Mine permit was $19,827.00. This total results in <br />$208.00 more that the estimate conducted in January 2008 for SL4. This difference is explained by changes in <br />equipment costs, and including a separate mobilization/demobilization task for transporting equipment to the remaining <br />acres at the mine site. <br />The individual CIRCES task sheets and equipment cost sheets are included with this memo.
