Joe Dudash
October 29, 2010 Page 2
practicable (given weather concerns it likely won't be until spring time). This location is exploration
site 2010 -1 and is are ideal downgradi nt monitoring site with no future access issues. Further, they
have existing wells TC- 03 series that will be incorporated into the monitoring plan for down gradient
wells. These have good completions above, below and within the coal scam. Since we have made
the Findings regarding the Rollins Sandstone (the well completed below the coal seam will likely not
be incorporated into the monitoring plan but will remain open for future use). We will devise a
sampling plan that incorporates all of these wells including the additional downgradient well to be
drilled for the final approved monitoring program. Also I made the recommendation to incorporate
nine inflow monitoring and reporting to substantiate the dry conditions up gradient and to further
evaluate the need for additional monitoring. This will also be incorporated into the approved
sampling and analysis plan (quarterly basis when water is present). Any existing baseline data that is
useful from the Bowie No. l Mine should be summarized and incorporated into the revised PAS'
with these current revisions associated with PR-12. This combination of groundwater monitoring
and analysis will provide adequate coverage to evaluate impacts if any from mining.
Alluvial wells are not a concern here because expansion into the former Bowie Igo. 1 area is not mar
the North Fork and there are already about 14 existing alluvial wells at the Bowie No. 2 surface
facilities. I do have some concern about the existing data for Bowie loo. 1 and what type of
information is available to make any conclusion as to impacts from previous miming at Bogie No. 1.
From what r can determine from the PAP, the DRMS in conjunction with BRIT allowed for
discontinued groundwater monitoring based on the determination of no impacts. Given all of those
considerations, I believe the plan outlined above will be a good approach for moving forward.
Please let erne know if you have any questions regarding the groundwater issues we discussed in our
meeting at J.E. Stover & Associates office today.
C: Sander Brown
Denver File
