Pineda <br />Director <br />TO Joe D udash <br />FROM: Mike e Boulay AA R <br />DA'C'E: October 2, 2010 <br />SUBJECT: Bowie No. 2 Mine Permit No. C - 996 -0 <br />Summary of Meeting with Bowie Resources, LLC <br />Regarding Permit Revision No. 12 (PR- 12 and related Groundwater Issues <br />The purpose of this rnerno is to update you on the meeting that was held today at Jim Sto er's office <br />here in Grand Junction with Bowie Resources, ITC (Bowie) regarding groundwater issues <br />associated with Bowie's PR- 12 proposal to expand raining to the west of the existing Bowie No. 2 <br />Mine workings. Attending the meeting were Art Etter and Bill Bear from Bowie and Jinn Stover J.B. <br />Stover & Associates, Inc., and myself. <br />Art and Bill Presented the work they have clone since our last meeting. Overall I think they have put <br />in a good effort to resolve issues that were identified in my memorandum dated May 14 2010 for the <br />PR - 2 adequacy review. They are proposing to establish and document the conditions that exist now <br />prior to any further development to the west. Right now they are developing mains beneath Terror <br />Creek. This is probably the best approach given the current status of wells and the data that exist <br />from these wells (poor well completions and lack of good groundwater data). They have put <br />significant effort into redeveloping two existing wells located up gradient from the existing Bowie <br />No. l Mine workings. These wells include DH-58 and DH- They attempted to run cameras in <br />each well and they also removed existing sampling pumps and tubing. They were able to get a <br />bailer into DH- and contend that this well is dry and baseline data from this well verifies this <br />conclusion. Because of some teelmical difficulties that arose when attempting to redevelop DID --6 <br />they decided to grout the lower portion of DID - below the coal seam to be mined. This i <br />acceptable because we have already made the Findings at Bowie No. 2 that there is no potential to <br />impact groundwater below the lowest coal seam i.e., Rollins Sandstone). These same findings will <br />need to be made here for the Bowie loo. 1 expansion area and the appropriate demonstration made. <br />They also drilled one new downgradint well and obtained water samples for laboratory analysis. <br />They were forced to seal the well because of l andowner issues regarding access and they will have n <br />future access to this location. The two up gradient wells (DH -58 and DPI --60 will remain open for <br />future monitoring.
