Exhibits C-2 and D-2 provided in the submittal of July 8, 2002 adequately show <br />the anticipated sequence of mining and reclamation. These exhibits satisfy the <br />requirements of 6.4.4(e) and 6.4.5(e). <br />Backfillin2 <br />3. Does the applicant ensure the backfilled material will be adequately compacted <br />for stability of the backfilled material? (Rule 3.1.5 and 3.1.5(9)(f)) <br />The applicant proposes to place backfill in the completed pit utilizing rubber <br />tired and tracked equipment such as scrapers, loaders and dozers. The fill is to <br />be placed with slopes not exceeding 4 horizontal to 1 vertical. This method and <br />slope of backfill yield compaction and stability sufficient to comply with the <br />requirements of 3.1.5 (1), 3.1.5 (2), 3.1.5 (3), and 3.1.5 (9)09 of the Rules. <br />Blowing Dust <br />4. What measures will be taken to effectively control wind erosion on all surface <br />areas of the affected land? (Rule 3.1.6(3)) <br />The applicant is subject to fugitive dust emission requirements under their <br />Colorado Air Pollution Control Division permit. They are also subject to the <br />performance standards contained in Rule 3.1.6(3). They have committed to <br />applying water to haul roads, and to timely reclamation and vegetative <br />establishment of mined areas as well as stockpiles to control dust. Their plans <br />comply with Rule 3.1.6(3). <br />Water Information <br />5. Does the application provide adequate information to determine the effect of the <br />operation on the quantity and quality of the St. Charles River alluvial aquifer and <br />the underlying aquifers? (Rules 3.1.6 and 6.4.7) <br />The Applicant plans to protect the quantity and quality of water in the St. <br />Charles aquifer by a combination of the following provisions of their permit <br />application, and clarification submittal of July 8, 2002: 1) a sediment pond to <br />trap meteoric water falling in the pit; 2) sampling of water in the sediment pond <br />prior to its release into Arroyo B; 3) blasting controls in the pit; and 4) <br />replacement of water that is consumed instead of released These controls will <br />serve to protect the St. Charles alluvial aquifer from reduction of quantity or <br />degradation of quality of water. Stipulations in the proposed recommendation <br />for approval require sampling of the St. Charles alluvial aquifer, the Dakota <br />aquifer, and if water is encountered at the contact between the Codell sandstone <br />and the Blue Hills shale.
