Division of Reclamation, Mining, and Safety
1313 Sherman Street, Room 215
Denver, Co. 80203
October 25, 2010
Dear Members of the Board: We are objecting to PR-06 and it's contents. Once a permit is
approved, they should have to honor that permit and the things in the original permit and
agreements should have to be honored. PR-06 does not protect the farmer and the farmers rights.
It also doesn't protect the way they have lived and farmed all of these years. It doesn't protect
what they grew, how they fertilized, or their irrigation methods or amounts. These people have
done this for longer: than the amount of time that you have lived and you are taking away their
rights. They are the ones that made these places into what they are now. Western Fuels didn't
and neither did you. These places have been the livelihoods of these people especially the
Morgans for as long as I have lived here which is` all of my life.
I buy lots of hay and corn for silage from these people and when you take away things from them,
you also take away things from me. They are farmers and they know how to irrigate, and how to
farm and this should not be your decision to make. Put it back as good as it was and don't steal
any more of their soils, this isn't right You should have to pay them for the soils that were
stolen.
Please have the hearing here.
Thank ou,
Preston Carver

vGl?a CO,
?,y2LA

0ax t ? s'
//ve?% ?f C7 C, / r 2
