Box 340 <br />Windsor, CO 80550 AGGREGATE <br />Re: East 8"' Street Operation - Gravel Mine Well Permit <br />INDUSTRIES <br />Dear Mr. Duggan: <br />Aggregate Industries (AI) has applied to the State Engineers Office (SEO) for a well permit for its sand <br />and gravel mine known as the East a Street Operation and located southeast of the intersection of East <br />8'b Street and Ash Avenue. A copy of the application is enclosed for your review. While we do not <br />anticipate that our operation will impact your well, we understand you may have concerns regarding any <br />potential impact. <br />In order to address concerns regarding potential impacts from its operations on neighbor groundwater <br />levels, Al has implemented a groundwater management program. This program includes two monitoring <br />wells that were installed along the north border of the site in April, 2003 to assist in evaluating any, <br />potential operational impacts on groundwater levels. Water levels in these wells have been measured on a <br />monthly basis since installation, which provides more than two years of pre-mining baseline information <br />against which future active mining measurements can be compared. <br />If Al is advised by a neighbor that they are experiencing a problem with their well, then Aggregate <br />Industries will evaluate the cause based upon groundwater data obtained through the monitoring program, <br />the location of the neighboring well in relation to mining activity, and regional weather and land use <br />conditions. If mining activity is determined to be a significant contributing factor to groundwater changes <br />requiring mitigation, Al will implement mitigation measures. The following is a list of mitigation <br />measures that may be implemented: <br />1. Modify existing wells to operate under lower groundwater conditions. This could include re- <br />drilling existing wells to deeper depths or lowering the pumps. All work would be done at the <br />expense of AI with the exception of replacing equipment that was non-functional prior to mining. <br />2. If existing wells cannot be repaired, AI will drill a new well within 200 feet of the existing well <br />for the owner to replace the damaged well. The new well will produce water of the same quantity <br />and quality to support the historic use. <br />3. Provide an alternative source of water to support the historic well water use. <br />The above listed mitigation measures are not intended to be all-inclusive. Al is committed to <br />working with you to provide an acceptable alternative source of water to support historic use <br />without additional expense to you.
