October 18,2010 C-1994-082/Yoast Mine SLB <br /> The newly constructed slide area underdrain was discharging into the pond. Pond 12a held water below the <br /> discharge level. <br /> Pond 13 held water below the discharge level. Straw wattles had been placed at the top of the ridgeline above <br /> Pond 12. <br /> Pond 14 held water below the discharge level. The inlet to the pond has developed a significant gully;this should <br /> be monitored and repaired if necessary. Downcutting at the outfall of this pond needs to be stabilized as soon as <br /> access allows. <br /> Unless otherwise noted above,all embankments were stable and vegetated,inlets and outfalls were in good <br /> condition. The operator noted that weed spraying at the ponds and on reclaimed areas had not been completed due <br /> to weather complications. <br /> ROADS—Rule 4.03❑0 Construction 4.03.1(3)/4.03.2(3)l 1❑Drainage 4.03.1(4)/4.03.2(4)1111 Surfacing and <br /> Maintenance4.03.1(5)and(6)/4.03.2(5)and(6)❑❑Reclamation 4.03.1(7)/4.03.2(7): <br /> Roads were muddy and impassable the first day of the inspection. Sunny weather the second day dried the <br /> area out,but most of the light use roads remained in poor condition from the recent inclement weather. The mine <br /> entrance road and ditches were in good condition. YPM-20,on the upstream side of Culvert EX-2 had been <br /> regraded and turf reinforcement mat installed. The channel is fairly steep, so the reinforcement mat might not be <br /> adequate for anticipated flows. The operator should monitor this ditch with spring snowmelt and consider adding <br /> rock check dams or other reinforcement as necessary. <br /> REVEGETATION—Rule 4.15❑❑Vegetative Cover;Timing: <br /> Riparian planting in the Pond 12 area was complete. A fence was being constructed around the SP07-2 <br /> shrub concentration area. The operator noted,during a discussion after the close of the inspection on October 21, <br /> 2010,that repaired areas and areas requiring reseeding were being seeded that day. <br /> SLIDES and DAMAGE -Rule 4.12: <br /> Grading of the Pond 12 slide area was nearly complete;underdrain construction was underway. <br /> TOPSOIL—Rule 4.061 ! ]Remova14.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br /> Redistribution 4.06.4: <br /> In the area immediately upstream of the Pond 12 slide,topsoil was being replaced and disced. No topsoil <br /> was being replaced on the slide area itself,consistent with the approved slide remediation plan.
