All required records were <br /> available and current. Records were reviewed with Dennis Jones of Seneca Coal Company. <br /> BACKFILL and GRADING—Rule 4.141-]❑Contemporaneous Reclamation 4.14.1; Approximate Original <br /> Contour 4.14.2;Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2,4.27; Handling of Acid and Toxic <br /> Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> Rill and gully repairs were underway during the inspection. <br /> Rip rap was being installed in YPM6-2. Slopes above Pond 12a were being graded. <br /> Regrading was nearly complete in the Pond 12 slide area; the south rock drain had been completed, and the <br /> channel for the north drain had been excavated. The operator indicated that the north drain construction will not <br /> be completed until after the spring snowmelt,based on recommendations of the geotechnical consultant on the <br /> project. <br /> The reclaimed areas in the YPM3-2 drainage,downstream of the confluence with YPM3-1,exhibited several <br /> moderate(6-8"depth)rills. The operator should attempt to repair this area, if possible,this fall. If ground <br /> conditions preclude repairs(likely),this area should be addressed as soon as possible after the spring melt. <br /> HYDROLOGIC BALANCE -Rule 4.05❑[-]Drainage Control 4.05.1,4.05.2, 4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6; Discharge Structures 4.05.7,4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br /> Monitoring 4.05.13; Surface Water Monitoring 4.05.13;Drainage—Acid and Toxic Materials 4.05.8; <br /> Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> Pond 10 was discharging clear water. Repairs had been made around the discharge flume to ensure that <br /> no discharge will flow outside of the flume. It appeared that the thistle on the embankment may have been <br /> sprayed,but new rosettes were observed. <br /> Pond 11 held water below the discharge level,as did Pond 11 a. <br /> Pond 12 was discharging clear water.
