Ci'Construction 4.03.1(3)/4.03.2(3)E GDrainage 4.03.1(4)/4.03.2(4) [1 '?-'Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) D 'I Reclamation 4.03.1(7)/4.03.2(7): <br />The paved haul road at the main mine site was in good condition. The last curve of that road has not been <br />repaved yet but gravel was being spread on that portion of the road. Guard rail was up and the road ditches had <br />sufficient capacity. The road to the coal waste stockpiles was dry and passable. The road berm and side ditch were <br />in place. The entrance road to the unit train loadout was dry and passable. The road up Hubbard Creek to the fan <br />site was dry and passable as well. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The operator has begun moving rock that had been temporarily stored at Freeman Gulch to the Hubbard <br />Creek fan shaft site. The rock will be used in conjunction with soil material to fill the bottom 50 feet of the shaft <br />for final shaft sealing. <br />REVEGETATION - Rule 4.15 ,7 [ Vegetative Cover; Timing: <br />There was a good vegetative cover on all of the bench outslopes at the main mine site. This vegetative <br />cover has done well in preventing erosional problems. The cut slopes have a moderate cover of vegetation but this <br />has also served to prevent erosion. <br />There was a good vegetative cover on the outslopes of the spur track bench. A poor vegetative cover exists on the <br />disturbed portions of the Hubbard Creek fan site bench. However, the rocky soil and sediment control measures <br />have prevented erosional problems. <br />SLIDES and DAMAGE - Rule 4.12: <br />There were no indications of slumping or cracking on any of the cut and fill slopes at the mine site. <br />Highwalls were stable. <br />SUPPORT FACILITIES - Rule 4.04: <br />A small volume of mined coal was coming out of the stacker tubes on both coal stockpile benches. There <br />were no problems with any of the coal handling structures and facilities. Material storage areas were well <br />organized and clean. There were no leaks at the fuel facility. <br />SIGNS AND MARKERS - Rule 4.02: <br />Mine identification signs were up at the entrances to the main mine site, pump house, unit train loadout <br />and the Hubbard Creek fan shaft site. Mine id signs were also up along the highway and Hubbard Creek road. <br />Stream buffer zone signs were up next to Hubbard Creek at the Hubbard Creek fan shaft site. Surface disturbance <br />marker zone signs were up around the disturbed areas of the mine site. <br />TOPSOIL - Rule 4.06::-;Remova14.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />There were no signs of erosional problems at the topsoil stockpile at the main mine site. The stockpile had <br />a good vegetative cover and the topsoil signs were up on the pile.
