In spite of a moderate breeze, there were no problems with fugitive dust. No coal fines had been <br />tracked onto the paved highway either. The pond has plenty of capacity but there was only a small <br />volume of standing water in the pond. Pond B discharge structures were in place. The operator has begun cleaning <br />out Pond C as well. There was no water in ponds J and K at the unit train loadout. <br />Ditches and culverts at the main mine site were clear of debris and were functional. Ditches leading into the <br />sediment ponds had sufficient capacity. Riprapped ditches leading into pond B were functional as well. Straw <br />bales also were in place. Straw bales and waddles were in place at the Hubbard Creek fan shaft site. <br />PROCESSING WASTE/COAL MINE WASTE PILES - Rule 4.10 and 4.11 .-Drainage Control; Surface <br />Stabilization; Placement: <br />The operator was performing grading operations on the second lift near the east end of the coal waste <br />stockpile area. At the east end, coal waste that had been set aside for drying was ready for placement and <br />compaction. <br />The outslope of the coal waste stockpile was stable and showed no signs of erosional problems.
