The light use road along the railroad tracks was dry and <br />passable. <br />REVEGETATION - Rule 4.15 Vegetative Cover; Timing: <br />The outslope of the facilities bench had a fair cover of vegetation. The material storage area had a good <br />vegetative cover. The field on the west side of the loadout site also had a good vegetative cover. <br />SUPPORT FACILITIES - Rule 4.04: <br />There were no problems with the coal handling structures at the loadout. Also, no problems were observed <br />at the loadout office area, substation, material storage area and truck scale. The main entrance gate was open while <br />the east side entrance gate was closed. <br />SIGNS AND MARKERS - Rule 4.02: <br />The three mine id signs were up and contained the required information. The signs were located at the <br />main entrance, east side entrance and along the back road near the railroad tracks. Perimeter marker signs were up <br />around the loadout permit boundary. <br />TOPSOIL - Rule 4.061.] :'Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />The west side topsoil stockpile had a good vegetative cover, although the vegetation has turned brown. <br />The collection/diversion berm was in place. The topsoil sign was up on the stockpile. <br />The topsoil stockpile on the east side of the loadout had a moderate vegetative cover. The topsoil sign was on the <br />stockpile.
