October 5,2010 C-1981-008/New Horizon Mine MLT <br /> HYDROLOGIC BALANCE - Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br /> 4.05.10; Effluent Limits 4.05.2; Surface Water Monitoring 4.05.13; Impoundments 4.05.6, 4.05.9 <br /> • Ponds 007 (Photo 2) and 011 were both discharging at a steady rate. No discharge was occurring <br /> from Ponds 008, 0091 012 or 013. <br /> GENERAL MINE PLAN COMPLANCE <br /> • The San Miguel Generating Station was shut down for repairs to the plant's turbine. Due to the shut <br /> down, there were no active mining operations occurring during the inspection. The mine's shovel <br /> was parked on the backfilled area behind the pit, for maintenance and repairs (Photo 3). <br /> OTHER(SPECIFY) <br /> • We observed the concrete division box for the CCC West Lateral Ditch, located just outside the <br /> western boundary of the permit area. Mr. Fry described the system of buried pipelines that carries <br /> irrigation water from the box to various parcels within the permit area and beyond. <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3)/4.03.2(3); Drainage 4.03.1(4)/4.03.2(4); Surfacing and Maintenance 4.03.1(5) <br /> and(6)/4.03.2(5) and(6); Reclamation 4.03.1(7)/4.03.2(7) <br /> • Sections of BB Road and 2700 Road were previously reconstructed through the permit area in 2008, <br /> and finished with gravel surfacing prior to being opened to the traveling public. The two roadways <br /> were paved by an asphalt paving contractor on the day immediately preceding this inspection. <br /> • Reconstruction of W 5th Ave. Road is nearly complete. The roadway template has been established <br /> from the eastern permit boundary-westward,past Pond 007 (Photo 4). The roadway will be opened <br /> to the traveling public at some future date. Signage and a gate will prevent the public from <br /> mistakenly accessing the mine's NE Perimeter Haul Road. <br /> RECLAMATION SUCCESS -Rule 4.15, Rule 3 <br /> • From the vantage point of the top of"Mount Nucla", we were able to observe the reclamation that <br /> has been accomplished across the southeastern quadrant of the permit area (Photo 5), including the <br /> Staats, Benson-South, Moore and San Miguel Power parcels. <br /> • Sideroll systems were in operation in order to ensure that the soil is moist prior to the ditch being <br /> turned off for the winter. <br /> • The east and west branches of the reclaimed Krill Drainage have become well-vegetated with <br /> wetlands-type species (Photo 6). <br /> REVEGETATION—Rule 4.15 -Vegetative Cover, Timing <br /> • As noted in the Aug-2010 inspection report, an area in the northwestern corner of the Irrigated <br /> Pasture reference area has been undergoing treatment for mitigation of a stand of Quackgrass. The <br /> affected area had been sprayed, and then plowed, in order to expose the roots to the warm <br /> atmosphere for a period of time. Mr. Fry explained that the area has now been tilled and seeded with <br /> the approved Irrigated Pasture mix (Seed Mix#5). <br /> • With PR-6, approximately 25 acres of the Lloyd parcel is proposed to be irrigated using gated pipe <br /> and furrows. The irrigation infrastructure is scheduled to be installed next spring, and the IP seed <br /> mix will be planted. <br /> Number of Partial Inspections this Fiscal Year: 2 <br /> Number of Complete Inspections this Fiscal Year: 2 Page 3 of 11 <br />
