A large front-end loader was working at the northern end <br /> of the pile, loading material into haul trucks (Photo 1) for transport to the open pit on the <br /> Lloyd/WFC properties. <br /> EXPLOSIVES—Rule 4.08 <br /> Distance Prohibitions 4.08.4; Warnings 4.08.4; Control of Adverse Effects 4.08.4 <br /> • A special focus of the OSM oversight inspection was Blasting Notification, specifically the Public <br /> Notice of the blasting schedule and written notification to all governments, public utilities, and <br /> residences located within one-half mile of the permit area, as required by Rule 4.08.3 (Public Notice <br /> of Blasting Schedule). <br /> • The annual public notice appeared most recently in the April 15, 2010 publication of the San Miguel <br /> Basin Forum. Mr. Fry showed us the letters mailed to residents in 2010 and an aerial photo on <br /> which the 1/2-mile radius around the proposed blast zone was delineated. <br /> FISH and WILDLIFE—Rule 4.18 <br /> • At Pond 007, a raccoon frequently interferes with the mechanism that provides continuous <br /> monitoring of the discharge flow rate.
