October 6, 2010 C-1981-035/King Coal Mine TAK <br />King II East and West Diversion Ditches - The clear water ditches on either side of the surface facilities area <br />appeared in good condition. The west ditch is triangular in cross-section and is lined with rock riprap. The east <br />ditch is a shallow, wide-bottomed trapezoidal ditch that has grass-lining starting to develop. <br />King I erosion - As noted in the previous DRMS inspection report in September, the face of the waste pile has <br />been gullied by recent storms. Gully formation was much greater on the western part of the face where growth <br />medium has not yet been placed, compared to the part of the face where depressions had been constructed and <br />plant growth medium has been placed. (The term "growth medium" is used rather than "topsoil" because all of the <br />King I disturbed area is pre-law and topsoil had not salvaged.) <br />The operator has routinely regraded the face of the refuse pile in past years following storms that caused gullies. <br />GENERAL MINE PLAN COMPLANCE: <br />The operator appeared to be in compliance with the approved mine plan. <br />ROADS - Rule 4.03 Construction, 4.03.1(3)/4.03.2(3), Drainage 4.03.1(4)/4.03.2(4), Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6), Reclamation 4.03.1(7)/4.03.2(7): <br />King I - The mine entrance haul road was well maintained. <br />King II - The haul/access road was well maintained. <br />REVEGETATION - Rule 4.15, Vegetative Cover; Timing: <br />A patch of thistle near the outlet of the King II pond spillway culverts need spraying during the next growing <br />season. The operator's representative added this to his maintenance list. <br />SUBSIDENCE - Rule 4.20: <br />There was no evidence of subsidence over the portal areas. <br />SUPPORT FACILITIES - Rule 4.04: <br />King I - There was no activity at King I other than ongoing demolition work and mine staff at the bathhouse. <br />King H - Earthwork for the surface facilities area of this new mine began in March 2007. All of the surface <br />earthwork (roads, ditches, etc.) has been completed. Buildings in the warehouse area remain under construction. <br />Four portals have been developed at King H.
