October 18, 2010 C-1982-056/Foidel Creek Mine JDM <br />place. This area will require continual maintenance due to the use of silt fence as BMP for the area. <br />- Erosion on the ditch embankments of the Pad Drainage Ditch 1 at the Fish Creek Tipple. <br />- RDA-1 Ditch <br />- The drainage from the clay stockpile south of the storage area and east of Trudy's corner SAE <br />GENERAL MINE PLAN COMPLIANCE: <br />This was a complete inspection of the Foidel Creek Mine conducted by Jason Musick of CDRMS. Jerry Nettleton <br />of TCC accompanied the inspection. It was cloudy, raining and the ground was wet during the inspection. The <br />longwall continues to operate as permitted in panel 17 left in the WMD. One coal train was observed beginning to <br />load coal during the inspection. <br />: PROCESSING WASTE/COAL MINE WASTE PILES - RULE 4.10 and 4.11 <br />The core drain of the RDA expansion continues progressing to the south. Refuse material has been placed on the <br />toe of the RDA core drain and appears to be compacted and stable. <br />ROADS - RULE 4.03: <br />Haul roads and access roads were stable and in good condition at the time of the inspection. The 6NM access road <br />had recently been surfaced with road base. Good runoff was observed from the roads with no problems noted. <br />: RECLAMATION SUCCESS - RULE 4.15 and RULE 3 <br />Reclamation of the 18RT Borehole has been completed with the exception of revegetation. The area is stable and <br />conforms to the surrounding terrain. No problems were noted. <br />Reclamation of the Bleeder shaft is on-going. Backfilling and grading tasks were being conducted during the <br />inspection. <br />REVEGETATION - RULE 4.15 <br />No revegetation activities have recently been conducted. Maintenance areas that will require revegetation include: <br />- The Fish Creek Tipple Pond embankment due to the repair of the horizontal outlet pipe. <br />- The area of the RDA-1 ditch repair <br />Reclaimed areas requiring revegetation include: <br />- The area of the 18RT Borehole <br />SIGNS AND MARKERS - RULE 4.02: <br />All mine identification signs, topsoil markers, stream buffer signs, and disturbed area markers observed were in <br />place and exhibited the required information with the exception of the following: <br />- The mine ID sign at the entrance to the rock dust tank off of CR 27 needs to be updated to ensure that all require <br />information is legible. <br />Jerry Nettleton of TCC stated that TCC is foreseeing a name change and new signs and markers installed. <br />TOPSOIL - RULE 4.06 <br />Topsoil has been redistributed at the 18RT Borehole site. Topsoil piles designated for this area were utilized for <br />Number of Partial Inspection this Fiscal Year: 2 <br />Number of Complete Inspections this Fiscal Year: 2 <br />Page 3 of 6
