September 20,2010 C-1994-082/Yoast Mine DTM <br /> FISH and WILDLIFE—Rule 4.18: <br /> A small covey of sharptailed grouse was flushed from the edge of the reclamation to the north of Channel YPM-6- <br /> 1 on 9/20. Two mule deer does and three fawns were observed near the surge pond structure along YPM-8, on <br /> the same afternoon. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> ❑Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br /> 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring <br /> 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> Sedimentation and drainage control structures were in general intact and functional. In the small area exemption <br /> location along the ridgeline disturbance in the vicinity of Topsoil Stockpile"L", a number of the straw <br /> wattle installations need to be re-set or replaced,in locations where there were undercut by flow or <br /> displaced to accommodate work at the site(see Figure 13-12.4-1 "Conceptual SAE Drainage Control Plan"). <br /> The following observations were made at sedimentation ponds during the course of the inspection: <br /> -Pond 010 was discharging minor flow through the weep hole in primary riser when observed on 9/20/10, at 6:20 <br /> pm. Discharge was clear,embankment appeared to be stable. <br /> -Pond 012 was observed at 1 pm, on 9/23. Discharging clear flow through weep holes on primary riser. <br /> Embankment stable. <br /> -Pond 012A observed at 1:30 pm,on 9/23. Water level approximately 10 feet below top of riser; no discharge. <br /> Embankment appeared stable. <br /> -Pond 013 observed at 1:45 pm,on 9/23; water level 2' below top of riser,no discharge. Embankment stable. <br /> -Pond 014 observed at 2 pm on 9/23; water level 3' below top of riser; no discharge. <br /> -Pond 011 A was observed the morning of 9/24. Water level was at least 5' below the top of riser; no discharge. <br /> Embankment stable. <br /> -Pond 011 was also observed the morning of 9/24. Water level was approximately 8' below the primary discharge <br /> level; no discharge. Embankment stable. A small patch of the noxious weed dalmation toadflax had been noted on <br /> the Pond 011 embankment in 2009. No toadflax plants were observed on the embankment during this inspection; <br /> however, a number of dalmation toadflax were observed scattered across the lower 1/3 of the sagebrush <br /> slope,on the north side of the pond, and these weeds will need to be sprayed.
