Compliance With Mine Plan NA - Support Facilities Not On-site <br /> R -Other NA - Special Categories Of Mining <br /> NA -Processing Waste R -Topsoil <br /> COMMENTS <br /> GENERAL COMMENTS: <br /> This was a complete inspection of the Yoast Mine, conducted over the course of three days;the afternoon of 9/20, <br /> afternoon of 9/23, and morning of 9/24/2010. Roy Karo, Seneca Coal Company(SCC)Reclamation Manager, and <br /> Jay James, consultant to SCC,were contacted each day of the inspection,but did not accompany on the site <br /> inspection. Jay James was present during the records check on 9/24. <br /> Weather was cloudy and mild, and site conditions were dry on 9/20. On 9/23,weather was clear and cool,with <br /> surface soils moist from rain the previous night. On 9/24,weather was clear and mild, surface areas were dry in <br /> most areas. <br /> AVAILABILITY OF RECORDS—Rule 5.02.4(1): <br /> Records were checked in the Seneca Mine Office on the afternoon of 9/24/10. Required records were on file and <br /> up to date through the 2nd quarter, 2010. The status of Routt County special use permit(SUP) is not entirely <br /> clear. The SUP on file may have expired,but all coal extraction associated with the operation has ceased,and <br /> reclamation has been largely completed.
