Merno to PCPC .. <br />Re: .'!P No::1999-002. <br />September 13, 1999 <br />Page 9 <br />(3) A comparison between the economic value of the minerals present <br />against the economic value of the proposed development. - <br />(4) Procedures proposed for assuring that the exploration and extraction of a <br />mineral shall be carried out in a manner which will cause the least <br />practical environmental disturbance. <br />The Comprehensive Plan states Mineral Resources in Pueblo County include the <br />following:. <br />Limestone - Three limestone beds in Pueblo County (Ft. Hays, Bridge Creek, <br />and. Greenhorn members) provide sources for agricultural lime, foundry lime, flux <br />for the manufacture of steel, the manufacture of Portland cement, and crushed <br />stone for road cover. <br />Clay <br />Riprap (Dakota Formation) - <br />Ornamental Stone (Dakota. Formation) <br />Structural arid. Dimensional Stone <br />Gypsum <br />Gravel and Sand <br />The Comprehensive.Plan emphasizes that "the commercial worth of a mineral resource <br />area is a function of the free market system and will change overtime. Our nation's <br />enormous demand for and consumption of mineral resources indicate that more and <br />more of the ores now considered marginal will be mined in the future. These areas <br />must-be identified and protected so that the minerals will be available for future <br />generation:" <br />LAND CONSERVATION ELEMENT - WILDLIFE <br />The Pueblo County Planning Commission adopted. the Pueblo Regional <br />Comprehensive Plan (but excepted out adoption of Section VII-B-3, Wildlife Policies <br />and Sections `V11-E1.and:2, Wildlife Area's Section) on March 26, 1980. And, althc_gh, <br />Resolution No. 80-64 of the Board of County Commissioners adopted the Pueblo <br />Regional Comprehen-sive Plan,. and also excepted out adoption of Section VII-B-3, <br />Wlldlifa Policies. and Sections V11-E1 and 2, Wildlife Area's Section, staff still submits <br />significant development proposals, like .the applicant's, to the. Division of Wildlife (DOW) <br />fora courtesy review. -
