Memo to.PCPC <br />Re: SUP No. 1999-002 <br />September 13, 1999 <br />Page 8 <br />jurisdiction must.determine whether the'value of the minerals present is <br />greater than the requested use. If the value of the mineral resources is <br />not greater than the requested use, the requested use-should be given <br />preference if the proposed development. is in accordance with the local <br />land use policy. Uses which will not interfere with the extraction and <br />exploration of minerals need not follow this procedure and are <br />encouraged. <br />Potentially commercially extracted mineral deposits within-Pueblo County' <br />have been identified by the Colorado Geological and the U.S Geological <br />Surveys. The Official Mineral Extraction Plan is a.composite map <br />indicating only commercially extractable sand and gravel. deposits as. <br />identified by the Colorado Geological Survey'which,occur in flood hazard <br />areas. IMGRID Mineral Resource Areas maps designating 'potential <br />mineral deposits were developed from information drawn directly from <br />both the Colorado and United States Geological Surveys: <br />Staff reviewed the I-MGRID maps (VII-D-1 and VII-D-2) for Potential Limestone, <br />Gypsum, and Sand and Gravel deposits and these appear to depict the subject <br />property as possessing potential supplies of extractable Limestone and Sand and <br />Gravel materials: <br />US Geological Survey Map.(SW Pueblo Quadrangle Map, 7.5 Minute Series <br />Topographic [Photorevised.1974]) depicts a former quarry operation along Lime Road <br />near the proposed entrance to the current applicant's site. ,That former limestone <br />quarry site was the subject of Special Use Permit No. 620, requesting `a solid waste <br />disposal site within the former quarry area (application was denied) Colorado law <br />provides that an area in which there has been significant mining activity in the past is <br />considered to be a Mineral Resource .Area. 'Before any development can occur within <br />an area, .which has been identified as having potential mineral deposits, a thorough <br />analysis must: be made of the area using the following criteria: The Comprehensive <br />Plan identifies these criteria as follows: <br />(1) Importance of diverting future developments to areas which wilt not <br />interfere with extraction' of minerals. <br />(2) The need to permit extraction or exploration of minerals;, unless extraction <br />or exploration' would cause' significant danger to the public health and <br />safety.
