PERMIT #: M-1977-306 <br />INSPECTOR'S INITIALS: GRM <br />INSPECTION DATE: September 23, 2010 <br />DRMS holds a $100.00 bond for this permit. DOE records indicate that their bond for this site is $72,000. A review of <br />the bond is forthcoming and will be addressed by separate cover. If the EPP is submitted prior to the bond review it will <br />be incorporated into that process. <br />The inspector notes that while the site is inactive, it has the most complex issues with surface and ground water of all of <br />Cotter's sites. Updated information on maps, stormwater controls, hydrology, radiometric surveys, ore storage and <br />handling, geo-chemistry analysis of waste rock and ores, as well as the mining and reclamation plans all need to be <br />addressed. The EPP amendment can address all of these issues at one time and be in place when conditions are favorable <br />to reopen. It would be in Cotter's best interest to begin the EPP process sooner rather than later to ensure that any <br />reactivation plans are not hampered by a lenghty review process. Cotter is reminded that no activities on site other than <br />izeneral maintenance can occur without the EPP in place not just submitted for review.
