September 24, 2010 C-1981-044/Williams Fork Mines J R S e ? <br />inspection. All of the ponds were full and mine water was discharging from Pond 5-P7 at the approved location <br />and the discharge was clear. There was some Russian Knapweed on the northwest edge of Pond 5-P7 which. <br />According to Brain Watterson, was sprayed the previous week and would be resprayed the following week as <br />well. <br />- Numerous other sediment ponds were observed during the inspection. These ponds include 5A-Pl, SH-Pl, SH- <br />P2, 9-P2, 9-P1, 9-P6 and 9-P8. All of these ponds were dry at the time of the inspection. The pond embankments <br />were well vegetated and no erosional problems were noted on any of the pond embankments. <br />- Spoil spring SP-01 was not flowing at the time of the inspection. It is normal for this spring to dry up and stop <br />flowing in the late summer/early fall each year. <br />PROCESSING WASTE/COAL MINE WASTE PILES - Rule 4.10 and 4.11 Drainage Control; Surface <br />Stabilization; Placement: <br />- The reclaimed refuse pile remains stable. There was no settling or cracking noted in the cover material/topsoil. <br />The pile was reclaimed and reseeded in 2009. There were mostly annual weeds on the pile but there were also <br />some perennial grasses among the weeds. <br />REVEGETATION/RECLAMATION SUCCESS - Rule 4.15 Vegetative Cover; Timing: <br />- BTUEC has removed the fuel and oil tanks from the multi-service building at the 5A portal bench. <br />- During the inspection the Division observed a contractor spraying weeds at the site. The spraying that was <br />observed were the two Russian knapweed patches north of the reclaimed refuse pile. According to Brian <br />Watterson the contractor was spraying the weeds with 24D. <br />- During the inspection there were several additional patches of Russian knapweed that were observed. The <br />following are the noted locations. There were several patches of Russian knapweed noted north of the old Okie <br />Plaza and in the area of the old Okie Plaza Well Shop. There was a small patch of Russian knapweed by the <br />stacking tube from the overland conveyor. There were plants along the haul road on the west side of CO Hwy 13. <br />There was Russian knapweed noted by the old shop and ponds SH-P1 and SH-P2. There was a small patch of <br />knapweed by the old B&S Building (which has been sprayed). There was also a small patch along the edge of the <br />portal 5A bench across from the multi-service building where the fuel and oil tanks were removed. Finally, there <br />were several patches of Russian knapweed on the south portion of the Williams Fork Strip Pit, south of the <br />existing light-use road (as shown on the Reclamation and Building Demolition map). BTUEC will need to <br />initiate an aggressive weed spraying plan to knock back these patches of Russian knapweed. The plan must <br />include both spring and fall spraying with an herbicide(s) appropriate for Russian knapweed. BTUEC will <br />need to include a detailed description of the spraying efforts, including locations of Russian knapweed and <br />other weeds sprayed, herbicide(s) used, etc in the Annual Reclamation Report.
