YOAST RN-2 REVEGETATION SUCCESS DEMONSTRATION <br />CLARIFICATIONS <br />On pa 34 of Tab 22, the 3 d para states that the three dominant affected t in <br />the permit area are mountain brush, aspen woodland, and sa and that these <br />three t would serve as the basis for developin wei avera for cover and <br />production comparisons (for the dominant reclaimed shrub g rassland t Narrative <br />indicates that these three t occupied, respectivel 48.9%, 24.4%, and 24.0% of the <br />proposed disturbed area prior to minin The steep mountain brush t was noted as a <br />minor communit occup 2.7% of the disturbed area prior to minin <br />On pa 35 and 36 of Tab 22, the detailed discussion and formula g iven for <br />determination of the cover standard for the reclaimed shrub g rassland t in the <br />reclaimed mine area differs from the approach described on pa 34, in that the minor <br />steep mountain brush t is included in the formulation of the wei area cover <br />standard. In contrast, the approach for herbaceous production success demonstration <br />for the shrub g rassland t in the mine area on pa 38/39) uses onl the three ma <br />t which is in conformance with the pa 34 narrative. There would seem to be no <br />lo reason that the communit t used as the basis for the shrub g rassland cover <br />standard should differ from the communit t used as the basis for the shrub <br />g rassland production standard. <br />Unless justification is provided for inclusion of the minor communit (steep <br />mountain brush) in formulation of the wei avera standard for cover, please <br />revise the formula on pa 35 to eliminate the minor communit component, for <br />consistenc with other portions of the section. Also, please revise the formula to <br />include the premine disturbed area acrea for each of the three primar <br />communit t in the numerator, with the combined acrea for the three <br />primar t in the denominator (consistent with the wei avera formula <br />for herbaceous production). <br />2. The narrative applicable to the acrea wei extended reference area cover and <br />production comparisons does not make it clear that each of the primar ve t <br />that would comprise the area wei standard would be sampled with sufficient <br />intensit to meet statistical ade and minimum sample size re of Rule <br />4.15.11. Please amend the narrative as appropriate to confirm that each of the <br />reference area communit t would be sampled to statistical ade and <br />minimum sample size of 15 ( for success demonstration usin the "standard null" <br />approach or the one-sample "reverse null" approach), or minimum sample size of <br />30, <br />to allow for use of the two-sample "reverse null" approach, if sample <br />ade is not achieved in one or more of the reference types). <br />
