162
1 monitoring program will not alone determine this,
2 and in addition, Cotter should have provided a.bond
3 for some period of time in the event that activity
4 treatment is still necessary. The bond should cover
5 installation of passive treatment in this system.
6 We believe that taking action now to
7 prevent harm before harm occurs from the mine pool.
8 is imperative. We must meet at least the background
9 standards of Ralston Creek above the mine before it
10 reaches the creek.
11 One of my jobs is to manage the
12 residuals that we treat out of our water, water
13 treatment residuals. Right now we are able to
14 beneficially reuse these as a compost. There are'
15 rules that we monitor uranium, thorium, radium-226
16 and 228 in these residuals.
17 If we were to see these increase and
18 push us out of compliance with the composting regs,
19 we would have to industrial-landfill and handle
20 these differently in disposal, which could increase
21 costs significantly, and we don't feel like the
22 customer should bear that cost for that increased
23 disposal cost.
