f) The existing 5.4 acres are currently disturbed since mining has occurred there <br />for the past 21 years. <br />g) There will be direct access across an existing trail from Co. Rd. 65. No new <br />roads are required. The primary trail from Co. Rd. 65 has been included in the <br />acreage of the expansion area. <br />h) No water is anticipated in conjunction with the operation. There could be <br />instances when heavy rainfall makes the site too muddy to continue. At those <br />times, mining will simply cease until the site becomes dry enough to mine <br />again. The addition to the existing permitted area includes a small area to the <br />south which will be excavated and sloped to allow normal drainage to flow off <br />the site. The floor of the existing pit will be sloped to assure natural drainage <br />occurs. A stormwater management plan will be developed. Mining will not go <br />into the groundwater at the site. <br />i) Since no water is to be used, there should be no injury to existing water rights. <br />j) No refuse, acid, or toxic producing materials are anticipated at the site. Other <br />mining enterprises in this part of Logan County have never yielded any such <br />materials. <br />k) The finished pit will be returned to rangeland. There should be no disturbance <br />to the hydrologic balance. <br />1) Processing could occur at the site if a project so required. Typical operation <br />will not include processing. <br />m) The commodities to be mined are gravel, clay, and sand. <br />n) The mined materials will primarily be sold for road base or other construction <br />projects. <br />o) No explosives will be used in this operation. <br />EXHIBIT D - Reclamation Plan <br />The primary reclamation plan for the pit is to maintain all outside slopes no greater than <br />3:1. The entire area will be properly sloped and prepared for reclamation. Topsoil that <br />has been stockpiled will be spread over the site. The site will then be plowed or disked. <br />The site will be seeded. Seeding and fertilizer application rates will be determined <br />according to NRCS recommendation as attached. A straw mulch will be crimped in <br />place at a minimum rate of 2 tons per acre.
