September 10, 2010 C-1980-005/Seneca II Mine DTM <br />REVEGETATION AND RECLAMATION SUCCESS - Rule 4.15 <br />? Vegetative Cover; Timing: <br />An effective cover of desirable perennial vegetation is present throughout major portions of the Pond 008 <br />watershed, but noxious weeds remain a serious on-going management concern. The primary weeds of concern are <br />Canada thistle and houndstongue, with bull thistle present in some locations as well. Patches of these species were <br />observed along various V-Ditches, reclaimed Channels PM-8 and PM-13, along certain slope areas adjacent to the <br />South Road, lower slopes to the east of Channel PM-8 in general vicinity of a previously repaired slump, also <br />within portions of the non-fenced CSU shrub study plots, and in numerous former rill and gully repair locations. <br />In most locations, it did not appear that the patches had been sprayed this fall, and spraying is warranted. A patch <br />of musk thistle (with Canada and bull thistle mixed in) was observed a short distance west of South Road B, <br />approximately 50 yards up the road from Pond 008. This is a biennial plant; flower stalks should be cut down and <br />bagged for disposal ASAP to prevent seed dispersal, and the rosettes of this year's crop should be sprayed. <br />The elk proof fence around the fenced portion of the CSU shrub study plot was damaged in one location, along the <br />lower south side of the plot, where one of the panels had been damaged. Repair is necessary to ensure that elk and <br />deer will continue to be excluded. <br />Yearling livestock were grazing within fenced pastures throughout the reclamation, including the reclaimed slopes <br />in the Pond 008 watershed. <br />SIGNS AND MARKERS - Rule 4.02: <br />Permit I.D. signs are in place for both the Seneca II Permit (C-80-005) and the Peabody Sage Creek Permit (C- <br />2009-087) near the front gate at the entry to the temporarily overlapping permit areas. Boundary markers have <br />been installed along the margins of the 008 watershed, to mark the portion of the original Seneca II permit area <br />that was not included in the Peabody Sage Creek permit area. These same markers will define the boundaries of <br />the new (reduced size) Seneca II permit area, upon approval of Permit Revision No. 2. <br />TOPSOIL - Rule 4.06 <br />?
