• REALTY AUTHORIZATIONS <br />Affected Environment: USFS realty resources are adequately described in the 2005 Spruce <br />Stomp EA. On BLM lands, there are three rights-of-way on public lands within the CEL area <br />(BLM 2010d). COC-66873 is a 24-foot wide road providing general access for Bowie into their <br />mining area. COC-73825 is a 50-foot wide road held by Bowie, which would provide access to <br />proposed drill pad PRF-SS-9. There is also a 125-foot wide right-of-way, COC-22713 for the <br />Western Area Power Administration electrical transmission line (up to 345 kV) on both USFS <br />and BLM lands that crosses through the CEL area. <br />Environmental Consequences/Mitigation: <br />Proposed Action - The proposed action would require an amendment to Bowie's current <br />right-of-way, COC-66873, to provide access to the BRL-2010-1 proposed exploration hole. The <br />amendment would add an additional 120-feet in length (width would remain 24-foot) to the <br />existing right-of-way, or approximately an additional 0.066 acres. This segment of road is <br />existing and would not require upgrading. There would be no impact to existing realty <br />authorizations in the CEL area on BLM land. There is minimal potential for any impact on <br />future realty actions on BLM lands. <br />Mitigation: Sedimentation control measures and BMPs would be utilized on the <br />additional 120-foot segment of existing road. Prior to exploration activities, Bowie must <br />coordinate their proposed activities with Western Area Power Administration (WAPA), and <br />provide the Uncompahgre Field Office with documentation of that coordination. <br />Cumulative Impacts - None <br />No Action Alternative - There would be no impacts to current or future realty <br />authorizations in the project area. <br />RANGELAND MANAGEMENT <br />Affected Environment: USFS range management resources are adequately described in the <br />2005 Spruce Stomp EA. On BLM lands, the Upper Terror Creek (#14514) and Stevens Gulch <br />Common (#14513) allotments are located within the CEL area. Only the Stevens Gulch <br />Common allotment would fall within the area that would be disturbed by surface impacts <br />associated with drill hole 2010-1. Cattle graze this allotment during the spring and fall of the <br />year (BLM 2007b) with a total grazing preference of 73 AUMs (BLM 2008b) on approximately <br />2,260 acres (An AUM is defined as the amount of forage necessary for the sustenance of one <br />cow or its equivalent for a period of one month (BLM 1987)). At the allocated grazing <br />preference it would take approximately 31 acres to supply one AUM of forage for livestock on <br />the Stevens Gulch Common Allotment. <br />Environmental Consequences/Mitigation: <br />Proposed Action - The potential effects to rangeland management resources on USFS <br />lands as described in the 2005 Spruce Stomp EA remain appropriate for this proposed CEL <br />activity on USFS lands. On BLM lands, there would be a minimal loss of livestock forage as a <br />• consequence of refurbishing existing access roads (approximately 0.6 acres or 0.02 AUMs). <br />There would be a short-term loss of 0.9 acres of forage (0.03 AUMs) from drill pad construction, <br />DOI-BLM-CO-S050-2010- 0017 EA Page 35 of 43 May 2010
